Job Summary
Reporting to the Manager, Program Development, Training & Analytics, the Community Development Analyst supports all sections across the Enforcement Division by developing implementing, and evaluating community development, engagement, and outreach initiatives that strengthen relationships between the City, residents, and community partners.
Duties and Responsibilities

• Develop, implement, and evaluate community outreach and engagement plans that support divisional priorities across all Enforcement sections (e.g., Animal Services, Parking, Property Standards, Licensing, Specialized Housing, and By-law Enforcement).
• Conduct outcome-based analysis of outreach and education programs to measure effectiveness, identify trends, and inform continuous improvement.
• Use demographic, geographic, and complaint data to determine where outreach, education, or enforcement activities should be concentrated to maximize impact.
• Initiate and maintain positive and effective relationships with internal and external stakeholders and system partners to advance divisional and corporate strategic priorities.
• Identify and pursue grant opportunities, prepare applications, and coordinate submissions to secure external funding that supports enforcement-related outreach and education initiatives.
• Manage project plans, budgets, and timelines for community development initiatives, ensuring fiscal accountability and timely delivery of results, including achievement of divisional and program objectives.
• Conduct research and investigate trends, data, and best practices in community engagement, program design, and public education to inform divisional planning and service delivery.
• Design, deliver, and evaluate engagement activities, workshops, and campaigns to elicit feedback from the public, stakeholders, and partners and to educate the public on compliance-related topics such as property maintenance, animal care, fireworks, parking, and business licensing.
• Develop data dashboards and summary reports that illustrate community engagement outcomes and program performance indicators.
• Support divisional participation in public meetings, town halls, and events by coordinating materials, logistics, and representation.
• Develop communication materials and resources to support outreach activities, ensuring accessibility and consistency with City standards.
• Prepare correspondence, reports, briefing notes, and presentations for management, Council, and external stakeholders.
• Provide advice and expertise to management on emerging community trends, engagement opportunities, and best practices in fostering an inclusive and data-informed approach to program planning.
• Represent the Division on internal and external committees, community partnerships, and collaborative working groups.
• Perform other related duties as assigned.

Skills and Qualifications

• Post-secondary degree or diploma in Community Development, Public Administration, Social Sciences, Data Analytics, or a related field.
• Minimum of 3-5 years of experience in community development, outreach, stakeholder engagement, or program coordination, preferably within a municipal or public sector environment.
• Demonstrated experience conducting program evaluations, data analysis, and outcome-based reporting.
• Experience in grant writing, budget administration, and project management.
• Strong understanding of municipal governance, enforcement services, and public engagement frameworks.
• Exceptional analytical, communication, facilitation, and interpersonal skills.
• Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook); experience with Power BI, SharePoint, or project management tools is an asset.
• Valid Ontario Class "G" driver's licence and ability to drive City fleet vehicles.

Hourly Rate/Salary: $ 78,602.00 - $ 104,806.00
