Nasittuq provides technical management for the North Warning System (NWS), including the provision of operation, maintenance, life-cycle management, and engineering services. The NWS is a joint Canada and United States early-warning radar system with 47 sites located in Northern Canada; a Control Centre and Support Centre located in North Bay, ON and a Contract Management Office located in Ottawa, ON. Reporting to the Supervisor, Communications and Electronics Engineering Systems, this role is responsible for the provision of engineering services including:

• Design and integration of electronic systems associated with
  • Microwave radio networks, including digital satellite communications.
  • Terrestrial and aeronautical radio communication systems.
  • Data networks based on time division multiplexing technology
  • Data networks based on TCP/IP technologies, including routing protocols such as EIGRP, IGRP, and RIP along with implementation of SNMP, Telnet, and data encapsulation.
  • Short-haul optical data networks.
  • Switched voice networks including telephone systems implementing analog, digital, and VOIP technologies.
  • Control systems including programmable logic controller (PLC) technology and integration of open and proprietary protocols into supervisory control and data acquisition (SCADA) systems.
  • Serial asynchronous/synchronous data word and packet protocols.
• Technical support for field staff maintaining communications and electronic systems.

RESPONSIBILITIES:

• Develops communication and integration engineering project files including the statement of requirements, business case analysis, risk and option analysis, preliminary and final designs, engineering change orders, and preliminary and final cost estimates.
• Reviews project requirements and researches industry for available solutions.
• Collaborates with industry to integrate commercial systems into the NWS communication networks.
• Prepares complete engineering designs for projects on the approved business plan and briefs project designs at technical design review meetings.
• Develops training and preventive maintenance programs for engineering projects.
• Ensures that engineering projects include planning for life cycle inventory and strategic distribution across remote sites to minimize downtime.
• Provides support during the implementation phase of design projects.
• Provides updates to the business plan.
• Collaborates the NWS training section to identify training requirement updates for in-service systems.
• Periodically travels to northern NWS sites to perform engineering inspections, design research, and installation acceptance and commissioning.
• Performs other duties assigned by a higher authority, which are unplanned or of a transient nature that may include trips the northern sites.

EDUCATION: Bachelor\xe2\x80\x99s Degree in Electrical Engineering specializing in telecommunications. CERTIFICATE(S) / LICENSE(S): Professional Engineer (Ontario) designation or eligibility is a requirement. Cisco Certified Network Associate (CCNA) or similar certification is considered an asset. EXPERIENCE: Requires a minimum of three years related experience in design and support of Communications and Electronics systems with specialization in either satellite or network communication systems. Requires knowledge of satellite communications systems, TCP/IP networks, time division multiplexers and compression techniques, serial protocols, and conversion techniques.
