JOB SUMMARY


The mandate of Corporate Finance is to support the delivery of City services by: providing excellent service to the public and City departments; partnering with our clients to develop innovative solutions to business needs; and ensuring compliance with all legislation, by-laws and other governance requirements for financial reporting, planning, budgeting, accounting, treasury, and financial systems. You are responsible for providing analytical support and advisory services to the Senior Commodity Tax Analyst, management and staff in the administration of commodity taxes across the corporation. You ensure that legislative requirements and corporate guidelines are met, and identify opportunities for operational improvements in business processes to maximize tax recoveries and minimize assessments.

EDUCATION AND EXPERIENCE


Completion of 4 year university degree in Accounting, Commerce, Public Administration, or related field; or enrolment in a professional accounting program Minimum of 5 years of experience in commodity taxation, accounting, auditing, or financial analysis/reporting, preferably in a public service body or municipal environment.

CERTIFICATIONS AND LICENCES



Chartered Professional Accountant (CPA), Certified Internal Auditor (CIA) or Certified Management Consultant (CMC) is desirable
Completion of In-Depth GST/HST Course from CPA Canada is an asset

KNOWLEDGE


  • Generally accepted accounting principles, auditing standards, audit practices and methodologies
  • General management principles, practices, techniques, trends and best practices
  • Knowledge of consulting, program evaluation and monitoring techniques
  • Legislative environment including Municipal Act, Public Sector Accounting Board Handbook, Harmonized Sales Tax Act and other legislation relevant to specific assignments
  • Internal controls and processes
  • Business case development, including cost benefit analysis and tools
  • On-line system/mainframe environment, including electronic approval processing, data entry, associated internal controls and audit trails, and ability to identify new technologies for improved processes
  • Broad knowledge of the City\xe2\x80\x99s businesses, programs, policies and practices

  • Ability to write reports and develop policies and procedures
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers

  • Ability to identify tax saving opportunities and efficiencies and suggest improvements in overall tax administration at the City
  • Ability to apply various assurance, risk and consulting methodologies, analytical techniques and methods to tax issues/problems, identify cause and effect relationships and develop practical solutions to ensure compliance with tax legislation.
  • Ability to demonstrate strong oral and written communication skills to prepare compliance reports and present findings to Council, management and clients
  • Ability to apply project management techniques to manage the planning and conduct of assignments within budget and target date
  • Ability to interpret and apply federal and provincial legislation or regulations, corporate policies, procedures, guidelines and advise clients accordingly.
  • Ability to use word-processing, spreadsheet, database applications, presentation software, flowcharts; as well as the city\xe2\x80\x99s financial management information system (SAP)
  • Ability to use sound judgment in applying internal control risk assessment techniques to evaluate client operations, identify weaknesses and mitigation strategies
  • Ability to exercise sound judgement in complex financial matters which involve significant corporate impact; e.g. P3 agreements and construction contracts
  • Ability to develop and deliver training programs to multi-level groups
  • Ability to assess the significance of various findings, focus on significant issues

WHAT YOU NEED TO KNOW
  • Language Requirement: English oral, reading, writing
