The Clinical Manager, Quality and Risk works in concert with Directors, Managers, Chief of Staff and Chiefs of Departments to support patient care, staff and service providers in the area of quality improvement and risk management in all three domains of patient/client care, environment and systems. The incumbent develops and supports hospital-wide quality improvement and risk management activities including risk assessment, risk identification, and risk reduction structures and programs.


The clinical manager acts as official hospital contact for public (patient relations) including all complaints and compliments, leading all quality and safety reviews and provides recommendations to Senior Leadership for system or department improvements to ensure hospital approved standards of care and principles of Lean Quality Improvement are maintained, along with the hospital's mission and core values.

Current certificate of competence as a Regulated Health Professional Minimum of a four (4) year Bachelor of Science degree in a related field Leadership/Management certificate preferred Knowledge and experience with health promotion principles preferred Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements Minimum of five (5) years of related or relevant experience Two (2) years of formal supervisory experience within the last five (5) years preferred Experience with leading groups through improvement processes Demonstrated ability to communicate effectively and with respect in an oral and written format with patients, public, colleagues, and other health disciplines Demonstrated effective critical thinking and problem solving skills Demonstrated effective teambuilding and coaching skills Demonstrated commitment to patient and employee safety Experience working with unions and union contracts Demonstrated knowledge of the Occupational Health and Safety Act*
Demonstrated understanding of formal and informal systems in and organizational environment Demonstrated experience in clinical outcome measurement and continuous quality improvement Demonstrated knowledge of computerized office applications Valid class G driver's license Embodies the LEAN ideology by actively and continually seeking opportunities for continuous improvement Must have demonstrated ability to meet the attendance standards of the Hospital Bilingualism preferred (French/English)

RESPONSIBILITIES:






Identifies key issues and formulates solutions. Systemically reviews symptoms to uncover root causes and implements corrective or preventative measures. Uses a variety of information for problem solving Collaborates with others to achieve consensual solutions and quality outputs. Applies the principles of change management to assist staff in dealing with change and transition Actions reflect respect and empathy for others Manages conflict and promotes cooperation Fosters a work environment that recognizes the need to balance work and home life Involves appropriate organizational supports and resources to resolve problems and recognizes which issues or problems require involvement of higher authority Presents a positive and professional image of the corporation in all internal and external communications Demonstrates openness to new information and approaches Demonstrates consistency in upholding the ethical and social norms of the organization in actions and decisions Compiles data on incidents, accidents and works with Directors on trends, root cause and redirection strategies providing formal reports to senior administration. Supports hospital-wide quality improvement and risk management activities. Co-ordinates and oversees hospital-wide quality audits as required by either the Ministry or legislation. Acts as the official risk manager for the Hospital and chairs the associated Committees. Oversees the risk assessments and action plans required providing appropriate resources. Supports and co-ordinates quality improvement activities related to areas of risk. Receives, supports and co-ordinates near misses, adverse outcomes reviews. Receives and oversees action on all organizational complaints. Acts as the Hospital designate for litigation and potential litigation and claims reporting. Provides education and acts as a resource for risk, safety and quality improvement. Develops in collaboration with Directors policies & procedures supporting risk management and quality improvement. Performs other duties as assigned by higher authority, which are unplanned, or of a transient nature and are consistent with the above job purpose and duties.
