The Opportunity

As the Chief of Fire, is fully responsible for the effective and efficient direction and overall management of the services carried out by Thunder Bay Fire Rescue (TBFR).

This role reports to the General Manager and has the following accountabilities:

  • Ensures appropriate interpretation and application of applicable legislation, related regulations, and codes.
  • Ensures the program, plans, and policies are developed and implemented relative to the Emergency Management and Civil Protection Act for the City of Thunder Bay.
  • Acts as District Fire Coordinator, when appointed by the Ontario Fire Marshal, and co-ordinates the Thunder Bay Mutual Fire Aid System.
  • Develops, administers, and maintains TBFR policies and procedures, consistent with Corporate and Departmental objectives; plans and implements short- and long-term TBFR objectives for the development of effective fire protection services.
  • Informs the General Manager, City Manager, Mayor, and members of Council about legislative changes and their impacts on service levels; and provides information with respect to the impacts of any contemplated service level changes.
Ideal Candidate
  • Degree or diploma in a related discipline (public administration, business administration, fire administration), or equivalent combination of education and progressively responsible work experience.
  • Ten years\xe2\x80\x99 progressive senior level management experience with a full-time fire department, with at least five years in a senior supervisory capacity.
  • Must participate in extensive and ongoing fire service training (e.g. leadership workshops, executive leadership seminars, emergency planning workshops);
  • Must possess Community Emergency Management Coordinator (CEMC) qualifications.
  • Successful completion of NFPA 1021 Standard for Fire Officer Professional Qualification Level IV
  • Successful completion of NFPA 1041 Standard for Fire and Emergency Services Instructor Level I
  • Successful completion of NFPA 1035 Standard on Fire and Life Safety Educator Public Information Officer Level I
  • Possess thorough knowledge of Incident Command System.
  • Possess a thorough understanding of the Fire Protection and Prevention Act and other applicable legislation and related regulations.
