Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto\'s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Office of the President and Chief Executive Officer is currently seeking a strategic, dynamic and highly motivated Chief of Staff (Operations) to President & CEO to join their team. The Chief of Staff will assist the President and CEO by acting as a trusted advisor and providing guidance in the development, implementation, and deployment of corporate and operational strategies around key issues and organizational direction. This position will also provide leadership to a team of professional and administrative staff in the CEO\'s Office and support the President/ & CEO in their accountabilities to the Board and the Shareholder (Province of Ontario).

The Chief of Staff (Operations) to the President & CEO will act as a central liaison between the Senior Management Team (SMT), external stakeholders, and relevant governing bodies. The incumbent will maintain political acuity and establish effective relationships with key stakeholders to resolve complex issues, advance strategic endeavours and provide advice and counsel to the President & CEO.

What will I be doing?
  • Work with the President & CEO and Senior Management Team to shape the organization\'s long- and short-term strategic objectives.
  • Act as a representative for the President & CEO on committees, working groups and meetings.
  • Provide effective strategic oversight to the development, transformation, and integration of initiatives that reflect the vision, priorities, and mandate of Metrolinx while ensuring they align with different levels of government (Federal, Provincial and Municipal) and their respective priorities, objectives, and mandates.
  • Establish and maintain trusted relationships with key internal and external stakeholders to share information, provide operational direction, identify, and solve contentious and/or high-profile issues, and advance Metrolinx\'s objectives.
  • Lead and direct the establishment of various management and high-profile stakeholder engagements, generate strategic discussions at the Senior Leadership table, and identify linkages across projects, programs, and portfolios.
  • Brief and provide information/advice to the President & CEO, Chair, Senior Leadership and the Shareholder on contentious or emerging issues, and manage the coordination and preparation of briefing materials, reports, submissions, documentation for the President & CEO.
  • Actively contribute to the development and evaluation of business plans, service objectives, corporate strategies, and the development of critical enterprise policies/procedures.
  • Support the President & CEO and Senior Management Team in making informed decisions by creating and monitoring key performance indicators (KPIs), providing analysis of financial data and business cases, gathering relevant information, and offering recommendations on key business matters.
  • Work closely with the Strategic Communications team and related program areas to manage issues, coordinate responses, and facilitate the flow of communication in high pressure situations and under time constraints.
  • Play a leadership role by partnering with the Corporate Secretary, Chair and President & CEO to develop agendas for Board of Director meetings and support the development of material for such meetings.
  • Provide leadership for strategic and operational planning to ensure the efficient running of the Office of the CEO including the development of benchmarking and appropriate metrics, financial planning, monitoring systems and reporting functionality to support the President & CEO
  • Assess the potential of industry/government and political acceptance of recommendations and decisions while anticipating issues and developing pre-emptive responses to neutralize negative outcomes and regenerate positive relations.

  • Provide creative leadership with input from others to develop and deploy a strategic vision and connect and align projects with strategic corporate goals.
What skills & qualifications do I need?
  • Completion of a degree in Business Administration, Public Administration, or a related discipline - post-graduate degree (Masters\' degree) is an asset.
  • Proven experience providing strategic leadership and acting as a trusted advisor to an executive on a wide variety of strategic priorities, emerging issues, special projects and priority initiatives.
  • Ability to conceptualize and grasp a broad range of complex issues and concerns, effectively negotiate problem resolutions, and appropriately brief the President & CEO or other impacted officials of the actions required or outcomes.
  • Strong relationship and stakeholder management skills to build effective working relationships with senior divisional management and high-profile political, public, and private sector stakeholders to assess interests.
  • Knowledge of Government objectives, policies, legislation and regulations and a sound understanding of the nature of government relationships with its agencies to develop consensus on approaches to critical and politically sensitive issues to ensure their interests are addressed without compromising the position of the President & CEO.
  • In-depth understanding of government decision making processes in a complex, integrated and dynamic organization.
  • Ability to identify changing priorities within the context of the organization\'s priorities and develop strategies and business processes to measure the impact of the changes.
  • Excellent problem-solving skills to identify/solve issues as they arise, provide advice, and negotiate the resolution of matters on behalf of the President & CEO.
  • Superior and strategic communication skills to prepare and review a range of written documentation including briefing materials, reports, presentations, options, and proposals.
  • Leadership and Project Management skills to develop, implement, and manage projects and resources, provide project oversight, and monitor project performance results.
  • Demonstrated resiliency, flexibility, and rationality to achieve ambitious corporate business goals, balance conflicting priorities and high expectations and use innovation to ensure positive results.
