Job Description

The Township of Adjala-Tosorontio seeking a full-time permanent By-Law Administrative Assistant.

The Township is located north of the GTA, at the southwest border of Simcoe County with a population of 11,000 residents and offers rural living with proximity to urban amenities.

Position Summary:



Reporting to the Director of Building, Planning, and By-Law Services/CBO, the By-Law Administrative Assistant provides administrative assistance, managing by-law records, facilitating communication between departments, and ensuring adherence to municipal by-law standards. The Assistant supports the enforcement of municipal by-laws, assists with MTO ARIS operations, and contributes to the efficient operation of the by-law enforcement team including the outsourced canine control services providing operational and administrative support of by-law enforcement. This position provides back up administration for the Planning and Building functions.

Duties & Responsibilities, but not limited to:



Serves as the primary administrative support for the municipal by-law enforcement function.

Receives, tracks, and manages incoming by-law complaints, service requests, and inquiries from the public.

Responds to public inquires related to by-laws, complaint procedures, and enforcement timelines, ensuring a high standard of customer service.

Coordinates with the Municipal By-Law Officer to schedule inspections, issue notices, and follow up on enforcement actions.

Maintains accurate and secure records for by-law complaints, investigations, enforcement notices, and outcomes in accordance with records retention and Municipal Freedom of Information & Protection of Privacy Act.

Drafts correspondence, notices of violation, compliance letters, and administrative reports.

Liaises with external service providers, including contracted canine control services, to monitor service delivery, manage documentation, and ensure follow-up on complaints or incidents.

Assists in the preparation of reports and data summaries for Council, senior management, or regulatory purposes as required.

Supports the development, review, and updating of municipal by-laws in collaboration with the Director and By-Law Officer.

Processes business licence applications and sign permit applications.

Supports in the use of MTO ARIS (Automated Registration Information System) for vehicle registration and owner information to assist in enforcement activities.

Files Notices of Conviction with the Ontario Court of Justice under the Provincial Offences Act for cases involving unresolved by-law violations. Prepares and submits POA-related documentation to appropriate authorities. Coordinates court dates and hearings for by-law enforcement cases.

Intakes and processes payments for by-law fines, tickets, and administrative fees using the Township's point-of-sale or financial system.

Issues and maintains records of dog tags/licences, including renewal tracking and coordination with the canine control contractor.

Tracks departmental budgetary spending, including processing purchase requests, invoices, and expense records in coordination with Finance.

Provides administrative support to the Building and Planning divisions as needed.

Ensures confidentiality and compliance with all municipal, provincial, and privacy regulations.

Qualifications, Skills, Knowledge, Abilities:



Completion of post-secondary education in Office Administration, Public Administration, Law Enforcement Administration, or a related field.

Minimum of 2 years of relevant administrative experience, preferably in a municipal, legal, or regulatory environment.

Familiarity with by-law enforcement, municipal government operations, or legal documentation an asset.

Experience with MTO ARIS or similar government registration systems is an asset.

Working knowledge of the Provincial Offences Act and its application to municipal by-law enforcement is required or considered a strong asset.

Strong organizational and time management skills, with the ability to handle multiple tasks simultaneously.

Proficiency in MS Office applications; experience with municipal tracking software or CRM tools is an asset.

High degree of professionalism, discretion, and confidentiality.

Demonstrated customer service orientation, particularly in dealing with the public on sensitive issues.

Ability to work independently while maintaining coordination with team members and departments.

Excellent written and verbal communication skills.

Ability to handle payments, issue receipts, reconcile daily transactions, and operate point-of-sale or financial software.

Ability to work independently and collaboratively within a team setting.

Annual Salary: $50,250 - 62,826 (under review). Based on a 35-hour workweek.
