Reporting to the Portfolio Manager and applying your business analysis knowledge andskills supporting large organizations in the Human Resources area, specifically for the City\'s People & Equity (P&E) and Pension, Payroll & Employee Benefits (PPEB) Divisions. You\'ll work with business and technology experts in leading analysis, process design, business analysis and requirements management, and supporting the selection, design / configuration, and delivery of a business technology implementation of a Customer Relationship Management case management system.As a Business Transformation Consultant within our Architecture & Portfolio Delivery - Enterprise Platforms Portfolio Delivery Section, you\'ll play a key role in the design and development of innovative business and technology solutions to support the modernization and transformation of the City\'s TEAM Central technology - the City\'s single point of contact for over 41,000 current employees, as well as all former employees, to access critical services provided by the People & Equity (P&E) and Pension, Payroll & Employee Benefits (PPEB) Divisions.Having been involved in a senior role, leading business transformation in large scale projects from the planning phase through to post-implementation, support, you\'re well prepared to collaborate with multiple groups to elicit requirements and translate needs and high-level technical specifications through agile user stories, documenting and analyzing business processes, business requirements, input costs and output levels, and conducting workflow analysis and business process modelling.Your experience will lead identification of a range of feasible options for operations, policies, technology, information systems and management practices, by conducting research and analysis on divisional programs and assessing the implications and viability for each option and recommending changes to improve service delivery.You will also ensure full documentation, including requirements definitions, cost estimations, environmental scans, process models, technology roadmaps in support of all stages (Concept, Definition, Planning, Execution, and Closing) of a project or initiative, standard operating policies and procedures, and other material to support change management initiatives coming out of the project. Focused on quality and measurable results, you will conduct analyses to measure the effectiveness of technology solutions and service delivery methods and processes.Major Responsibilities:
  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Prepares business cases, project charters, concept documentation, project plans and related materials that contribute to City initiatives and the effective use of Technology assets and services that will lead to service efficiencies and optimization of resources.
  • Documents and analyzes business processes, business requirements, input costs and output levels and conducts workflow analysis and business process modelling.
  • Provides documentation, including but not limited to requirements definitions, cost estimations, environmental scans, process models and technology roadmaps in support of all stages (Concept, Definition, Planning, Execution) of a project or initiative.
  • Conducts analyses to measure the effectiveness of technology solutions and service delivery methods and processes.
  • Evaluates and makes recommendations on alternative methods of delivering technology solutions.
  • Designs or modifies business processes in accordance with the Business Process Model and Notation (BPMN) standard.
  • Designs or modifies technology solutions for administering the delivery of service and tracking the cost and effectiveness of service delivery.
  • Prepares reports to management supporting recommendations on changes in technology solutions, business methods and business processes including appropriate staffing levels and resource allocation.
  • Documents or contributes to product visions, user cases, user case models and supplementary specifications including screen mock-ups, report mock-ups and business rules.
  • Conducts studies on the feasibility of integrating technology and processes to deliver a range of support services.
  • Identifies, analyzes, rationalizes and optimizes business processes, inputs and outputs at a detailed level by interviewing, documenting and facilitating business process review/re-engineering sessions with stakeholders.
  • Initiates and conducts, in coordination with divisional business representatives, research and analysis on opportunities to employ emerging technologies and/or process redesign to effectively deliver City services.
  • Identifies potential technology business integration opportunities through knowledge of industry trends and related divisional technology projects.
  • Organizes, participates and conducts proof-of-concept initiatives with client stakeholders that will assist in the determination of adopting new technologies and processes.
  • Provides support, in collaboration with the client community and with key inputs from all Technology sections, to a central library of concepts that will streamline capital business case creation and contribute to the overall Technology Portfolio.
  • Contributes and builds a Business Transformation Centre of Excellence through ongoing interaction and sharing of best practices and standards with Business Analysts across all divisions.
  • Liaises and communicates with other members of Architecture and Portfolio Delivery and Technology service providers to ensure optimization of efforts and increased cross-collaboration.
  • Contributes to the creation of unit work plans.
  • Collaborate with multiple groups to elicit requirements and translate needs and high level technical specifications through agile user stories.
  • Carry out detailed investigation of requirements while establishing possible interaction between different existing and future systems.
  • Communicate to leadership on possible solutions for a particular problem/need, related costs and feasibility of such solutions.
  • Investigate operational requirements and problems while finding effective solutions through improvements in information systems, data management, processes/procedures/playbooks, organization and equipment.
  • Understand the underlying issues surfacing from investigations into requirements and problems.
Key Qualifications
  • Post-secondary education in business, computer sciences, industrial engineering, or a discipline pertinent to the job function, or an equivalent combination of education and experience.
  • Certified Business Analysis Professional (CBAP) designation or similar/equivalent combination of education and experience.
  • Extensive experience in business analysis, including elicitation and management of business requirements.
  • Extensive experience analyzing and implementing business process modelling, business process improvement, strategic plans, and management structure development.
  • Experience using a variety of software packages, including process design software (e.g., Visio), business requirements management and quality assurance tools (e.g., Blueprint, HP QC), project management software (e.g., MS Project) and MS Office (e.g., PowerPoint, Excel, Access, and Word).
  • Experience in stakeholder management, with a high level of ability to influence and negotiate outcomes effectively with a broad spectrum of diverse stakeholders.
  • Experience in the Information & Technology Industry.
  • Experience preferred with delivering large scale, Case Management and/or Customer Relationship Management solutions (including Contact Management & Interaction Tracking, Workflow Automation, Document Management).
  • Experience preferred with implementation of contact centre technology solutions
  • Experience preferred with supporting implementation of Cloud based technologies.
  • Ability to apply skills using a wide range of media with numerous stakeholders, including clients, senior management and other third-party stakeholders.
  • Be highly efficient and have the ability to work with minimal supervision and be adept at handling multiple tasks and projects concurrently while consistently meeting deadlines.
  • Excellent analytical, interpersonal and problem-solving skills; strengths in negotiation, mediation and conflict resolution, enabling you to influence results.
