Job Description

Under the direction of the Communications Manager, the Communications Business Systems Analyst's role is to support and maintain existing communications systems as well as devise and design business process requirements for all IT-related business and operations systems that are critical to the Regina Police Service Communications Centre and 911 Public Safety Answering Point. This includes researching and analyzing data in support of business functions, process knowledge, and systems requirements. The Business Systems Analyst is also responsible for proactively generating and compiling reports based on his or her findings, complete with recommended improvements to - or new requirements for - business processes and operational procedures. This individual will apply proven communication, analytical, and problem-solving skills to help maximize the benefits of IT system investments and to assist in implementing new computer systems. In accordance with public safety standards, the Communications Business Systems Analyst ensures the highest level of system integrity at all points of interconnection to the 911 emergency response systems.

(1) Chart existing business processes in order to define current business activities for the development of procedures and models.
(2) Maintain and support existing Communications systems, including the management of service requests, licenses, maintenance agreements, and other related contracts.
(3) Coordinate, develop and implement application configuration changes in any of the business applications used by the Communications Centre, such as, Computer-Aided Dispatch mapping software leveraging the City of Regina's ITS Business Solutions Department.
(4) Develop, test and implement Computer-Aided Dispatch database changes and enhancements in collaboration with the RPS ITS Section .
(5) Research, review, and analyze the effectiveness and efficiency of existing processes and develop strategies for enhancing or further leveraging all processes in use in the Communications Centre.
(6) Work on quality improvement initiatives and assist in the investigation and resolution of system operational complaints and failures.
(7) Identify and establish scope and parameters of process analysis in order to define impact, outcome criteria, and measure-taking actions.
(8) Collaborate in the planning, design, development, testing, and deployment of new applications, and enhancements to existing applications .
(9) Assist in conducting research on software and hardware products to justify recommendations and to support purchasing efforts.
(10) Create process models, specifications, diagrams, and charts to provide direction to system programmers.
(11) Develop and maintain a conceptual understanding of the City of Regina Radio System as it relates to the RPS Communications Centre, and interconnections with other Communications systems
(12) Actively participate as an engaged and insightful team member in Communications Centre projects or implementations
(13) Coordinate and perform in-depth tests, including end-user reviews, for modified and new processes, and other post-implementation support.
(14) Perform related duties as required.

Competencies



(1) Successful completion of a Bachelor's Degree in Computer Science, Business Administration, or similar discipline from a recognized University and 2-3 years of experience in a Business Systems Analyst role. Candidates with a Technical Diploma from a recognized Technical Institute and 4-5 years of experience in a Business Systems Analyst role will also be considered. Experience with 911 and Communications systems, including but not limited to CAD, phone logging systems, telephone systems, trunked radio systems, and RMS reporting software would be an asset. .
(2) Proven experience with business and technical requirement analysis, business process modeling/mapping, methodology development, and data modeling.
(3) Experience overseeing the design, development, and implementation of software and hardware solutions, systems, or products.
(4) Proven experience with MS SQL, MS Office, Windows Server and familiarity with ORACLE database structures and design.
(5) Practical knowledge in importing data for use in report software, spreadsheets, graphs, and flowcharts.
(6) Familiarity with GIS/GPS technologies would be considered an asset.
(7) Strong customer service and communication skills, both oral and written in technical and non-technical formats.
(8) Experience with emergency telecommunications, including training experience would be a strong asset.

Job Types: Full-time, Permanent

Pay: $82,267.00-$102,808.00 per year
