Job Summary
Speridian is seeking a Business Development Manager - Public Sector Permit, Licensing & Inspection (PLI) and Case Management Solutions to drive growth across Ontario Ministries, Agencies, Municipalities, Regions, and Cities.
This role focuses on identifying, shaping, and winning opportunities related to permit, licensing, inspection, and case management platforms that support regulatory compliance, public safety, operational efficiency, and digital service delivery within Ontario's public sector.
Key Responsibilities
Develop and execute a business development strategy targeting Ontario ministries, agencies, municipalities, regions, and cities.
Identify and qualify opportunities through RFx portals, vendor-of-record (VOR) programs, standing offers, and direct engagement.
Build trusted relationships with provincial and municipal executives, CIOs, CAOs, Directors, and procurement teams.
Lead end-to-end RFP, RFQ, and RFSO responses in compliance with Ontario public sector procurement directives.
Position Speridian's Permit, Licensing & Inspection (PLI) and Case Management solutions including, enforcement, and regulatory workflows.
Articulate value propositions aligned to public sector modernization, compliance, service digitization, and operational efficiency.
Manage pipeline development, forecasting accuracy, and CRM reporting.
Collaborate with delivery, product, architecture, and partner teams to support winning solutions.
Represent Speridian at Ontario public sector, municipal, and regional government forums and events.
Qualifications & Experience
Bachelor's degree in Business, Information Technology, Public Administration, or a related field; MBA preferred
5+ years of business development or sales experience selling technology solutions to Ontario ministries and/or municipalities.
Demonstrated success responding to Ontario public sector and municipal RFPs, RFQs, and RFSOs
Experience with Permit, Licensing & Inspection (PLI), and Case Management, systems
Strong understanding of Ontario public sector governance and compliance, including FIPPA/MFIPPA and AODA
Excellent written and verbal communication skills with strong proposal-writing capability.
Proficiency with CRM platforms such as Microsoft Dynamics, HubSpot, or equivalent.

Compensation includes a competitive base salary plus commission and performance-based incentives
