Lulu Island Energy Company (LIEC) is a leader in developing district energy systems that reduce carbon emissions, while delivering affordable and reliable heating and cooling. LIEC is committed to providing efficient energy services for space heating, cooling and domestic hot water, providing reliable, resilient local energy, and operating and maintaining low carbon energy systems.Reporting to the Senior Project Manager, Operations and Business Development, the Business Development Manager\xe2\x80\x99s primary responsibility will be to lead large development projects negotiations and stakeholder consultation, manage customer relations, prepare applications for and manage funding opportunities including grants, conduct business promotion and tours, and support the Director with district energy advocacy work.Key Responsibilities:

  • Manage and coordinate district energy connections for large development projects through development process, including negotiations with developers, coordination with the City Planning and Development Department and CCDEU project partner.
  • Collaborate with the City\xe2\x80\x99s community energy management team integration of district energy initiative with the City\xe2\x80\x99s Community Energy and Emissions Plan, Step Code and other energy efficiency and GHG emissions reduction initiatives.
  • Manage and coordinate with internal and external stakeholders to secure locations for the interim and permanent energy plants; acquire necessary approvals from the LIEC Board and City Council.
  • Seek, identify and evaluate district energy connection opportunities; manage and coordinate with the project owners, design teams and stakeholders; make recommendations to senior management and the board.
  • Work with Director on district energy advocacy, BCUC and other regulatory matters, policies developments and amendments, agreement negotiations.
  • Pursue, identify and evaluate new business advancement opportunities; develop procedures and business plans, complete due diligence and feasibilities, and present recommendations to senior management and the board.
  • Provide support to senior staff and management with negotiation of various agreements (i.e. memorandums of understanding, infrastructure, partnership agreements.
  • Work with LIEC\'s legal counsel to prepare MOUs, covenants and other legal agreements to secure partnerships and commitments from developers.
  • Work with Finance to prepare, tender and award RFP\'s and contracts, soliciting expression of interests and design review; plan and manage budgets and process financial reports.
  • Pursue grants and low cost funding opportunities, prepare applications and manage administration of the secured funding. Oversee and manage award applications, customer relations, business promotion and tours.
EDUCATION AND EXPERIENCEUniversity Degree in economic development, urban planning, business or public administration, commerce, economics, finance or a related field. A minimum of five (5) years of experience in positions with exposure to district energy and/or other type of energy utilities, utility business development, complex agreements negotiations, energy efficiency and GHG reductions initiatives, municipal development processes, stakeholder consultations, managing customer relations.Bachelor\'s degree in engineering or applied science and design engineering and/or construction and project management experience is an asset. Experience in municipal, utility or consulting engineering would be desirable.KNOWLEDGE, SKILLS AND ABILITIES
  • Strong knowledge and expertise in district energy utilities is desirable.
  • Demonstrated expertise and leadership in multi-party negotiation and execution of complex partnership agreements, services agreements and procurement contracts.
  • Expertise and leadership in urban development planning and approval processes including negotiations and collaboration with developers.
  • Experience in identification and evaluation of new business advancement opportunities, including developing business plans, completing due diligence and feasibility studies, and preparing recommendations to senior management
  • Knowledge of contract law and other regulatory and contract management risks and issues.
  • Ability to lead and manage staff, outside project management service providers and LIEC partners in a collaborative team approach.
  • Ability to effectively communicate with stakeholders and public, both written and verbal, including the ability to prepare written reports and give presentations to a wide variety of audiences including public committees.
  • Demonstrated ability to gather and analyze information, anticipate and recognize problems and opportunities, create and evaluate alternatives.
  • Demonstrated ability and skills in business development, including ability to engage with multiple stakeholders and negotiate technical and financial terms is desirable.
  • Strong attention to detail, strong analytical, conceptual thinking, and problem-solving skills are essential.
  • Positive attitude and ability to interact positively with stakeholders, and excel at customer service.

LICENCES, CERTIFICATES AND REGISTRATIONS
  • Registration with the relevant professional association in British Columbia (EGBC, AIBC, ASTTBC) is preferred, but not mandatory.
  • Valid Class 5 Drivers License for the Province of British Columbia
WORKING CONDITIONS AND EFFORTDuties are mostly performed in an office environment, with some field work, including periodical visits to district energy plants, customer\xe2\x80\x99s buildings and construction sites.
