The resource will be assigned various duties related to business analysis and change management processes including, but not limited to:

  • Develop and implement change management strategy, approach, and methodologies that will result in deliverables such as a risk and readiness assessment, communication plans, sponsor roadmaps, training plans and resistance management plans.
  • Assess and coach project sponsors and stakeholders at an executive level (both internal and external).
  • Coaching and mentoring project team members and existing employees within the Government of Saskatchewan (GOS) in critical organizational change management competencies and skills.
  • Facilitate and lead requirement gathering sessions with internal project Subject Matter Experts (SMEs), or other resources with pertinent information required.
  • Gathering of current and future state process map diagrams.
  • Identify and communicate risks to project sponsors and stakeholders as changes to longstanding business processes will alter the way employees will operate today.
  • Participate in core team meetings to ensure the perspective of the business analyst and organizational change management remain prevalent throughout the course of the project
Qualifications
Mandatory Criteria:M1Demonstrated experience successfully leading large scale projects with a multi-million-dollar budget that includes complex business analysis and organizational change management activities. (Candidate to provide project details and timelines.)
M2The candidate(s) hourly rate is not to exceed $110/hour plus applicable taxes for the duration of the contract.
M3Professional Certification in Business Analysis and Organizational Change Management Certification.
M4Ability to work full-time, 100% onsite at a Government of Saskatchewan office located in Regina, Saskatchewan upon contract start date.
M5Demonstrated experience working with information management systems supporting courts, corrections or similar human services organizations.Desirable Criteria:R1Local Knowledge ; our client is interested in understanding the Resource\'s experience with the Government of Sask or comparable entities, as it relates to the technical and business landscape.
R2Demonstrated knowledge and understanding of the Government of Saskatchewan\'s Criminal Justice Information Management System or an equivalent system in a comparable entity. This requirement is heavily weighted.
R3Demonstrated knowledge and understanding of court and corrections operations specific to video court functions and processes.
R4Demonstrated experience in developing and successfully delivering change management plans, stakeholder engagement assessments, readiness assessments, training plans and communication plans. Provide relevant examples.
R5Demonstrated experience in developing and successfully delivering and gathering business requirements, facilitating focus groups, and completing current/future state process maps. Provide relevant examples.
R6Demonstrated experience as the Business Analyst lead on at least one large complex project that involved gathering requirements, identifying current and future state processes, and communicated findings and recommendations to stakeholders clearly within the last three years. Candidates are asked to describe what makes this a complex project. Complex is defined as a project with multiple stakeholders, vendors and deliverables. Provide relevant examples.
R7Demonstrated experience as the Organizational Change Management lead on at least one large complex project that involved implementing major transformational changes to staff, business systems or tools, and operation processes. Candidates are asked to describe what makes this a complex project and why the changes are major.
R8Demonstrated experience recognizing and addressing resistance and performance gaps. Provide relevant examples.
R9Demonstrated Project Management experience and knowledge. Provide relevant examples.
R10Demonstrated experience and knowledge of Azure DevOps. Provide relevant examples.Summary
