Job Description

OVERVIEW:



Reporting to the Director of Maintenance, the Building Manager is responsible for the general building management functions of both Marilyn Mura Residence (B14) and The Orwell Hotel (B15). This includes general administration, maintenance supervision and supporting the general well- being of residents. The Building Manager acts as a liaison between the Society and tenants, contractors, and community service agencies.

KEY ACCOUNTABILITIES:



Administration duties:



The oversight, organization, and management of the on-site office. Collects tenant rents, issue receipts upon request, submits all collected rent and relevant rent roll data to the BCIHS Head Office and follow up on any rent arrears. Provides notices and any other related documents to tenants. Assists the Property Manager with the scheduling of viewings of vacant units to potential applicants. Assists the Property Manager with Tenancy Agreements. Prepares and submits monthly reports, including vacancy lists and safety inspection reports to Property Management (PM). Attend staff meetings as required by the Director of Maintenance. Updates Housing Connections with new tenant information. Assists with Fob purchases and ensure residents are up to date with their "Promise to Pay" debt. Schedules elevator maintenance and cleaning. Completes unit turnovers by requesting necessary maintenance through Yardi.

Maintenance duties:



Maintains unit maintenance files in the building and ensure they are kept in a secure, locked cabinet. Creates, maintains, and organizes Work Orders (WOs), ensuring accurate record-keeping and timely follow-up on resident requests, including repairs, building maintenance, and pest control. Performs building inspections on a regular basis to identify maintenance issues and address them as appropriate. Performs general repairs and basic maintenance throughout the building, including addressing minor facility-related issues such as unclogging toilets and maintaining building systems and units. Ensures the cleanliness of common areas, fire escapes, and outdoor perimeters when the cleaning crew is not onsite. Keeps an up-to-date inventory of supplies for maintenance and cleaning and request replacement items as needed. And Coordinate with the Property Assistant to request stationery supplies for the building. Generates and save Notices of Entry (NOE) to tenants' designated drives. Tracks and coordinates contractor activities, ensuring timely updates are communicated to the maintenance team, tenant and staff onsite. Schedules and oversees pest control management as required. Works in coordination with the Property Manager to plan for future maintenance projects and capital repairs. Assists the Director of Maintenance to inspect mechanical systems in the building. Monitors the delivery of preventative maintenance services to ensure that the service contracts are fulfilled according to the agreements and BCIHS standards. Changes locks for mailboxes and individual units as needed, including resetting KABA locks to ensure tenant access. Conducts move-in and move-out inspections in accordance with the RTA and BCIHS policies, including completing Condition Inspection Reports and documenting with photos as required. Conducts annual unit inspections in coordination with the Property Manager. Ensure garbage collection is conducted in a timely and orderly fashion. Oversees the building's HVAC, plumbing, electrical, and other essential systems to ensure functionality.

Health and Safety Compliance:



Maintains a safe environment for the building occupants and visitors. Ensures the building is compliant with safety regulations and that evacuation plans are up to date and posted in visible locations. Supports building safety and addressing safety issues as they arise. Prepares and carrying out emergency protocols and procedures. Identifies and attends to hazards, accidents and unusual occurrences and reports to the Property Manager. Conducts building walkthroughs in collaboration with the Fire Department (VFD) and coordinate Fire Watch Security as needed in response to emergencies. Ensures compliance with local building codes, health and safety regulations, and tenant laws. Ensure camera footage is monitored and collected in response to any building incidents, to assist in assessing resident complaints. Serves as the first point of contact for emergency situations, including fires, floods, and death. Other related duties as directed.

QUALIFICATIONS:



Education, Training & Experience



Post-Secondary Degree or Diploma in a relevant subject, plus three (3) years of related experience or an equivalent combination of education, training, and experience. Basic First Aid Training Certificate. Eligibility to be bonded. Experience working in the Indigenous community.

Knowledge, Skills & Abilities



Demonstrated knowledge and familiarity with community resources including the mental health system and related agencies, welfare system, and addiction support services. Familiarity with the issues facing Indigenous and marginalized people. Knowledge of Indigenous peoples and culture. Demonstrated ability to work independently as well as in a team setting. Strong verbal and written communication skills. Demonstrated ability to foster a fair, non-judgmental, and respectful working and living environment. Sound knowledge of office administration procedures. Sound knowledge of Microsoft Office Suite. Familiarity with the Residential Tenancy Act. Familiarity with BCIHS mission, mandate, and current issues. Ability to work occasional flexible hours.
