The City of Edmonton is seeking an innovative and dynamic leader to manage the development of the Automated Parking Enforcement program. This role sits within the Safe Mobility Section, which champions the City's commitment to Vision Zero: eliminating traffic-related fatalities and serious injuries. You'll be instrumental in creating and implementing a program that enhances public safety, manages crucial curbside space effectively, and aligns with both corporate direction and Council policy. This is a complex, high-stakes initiative that requires exceptional political acumen and strong systems thinking, as you will be leading a pilot program and navigating new, evolving regulations alongside the Government of Alberta (GOA).
This role is responsible for the strategic design, establishment, and city-wide implementation of the Automated Parking Enforcement program. You will lead program and policy development, ensuring compliance with provincial legislation and municipal bylaws. This includes defining governance structures, business processes, and operating procedures for long-term sustainability. A key aspect of the role is providing project leadership and coordination to cross-functional working groups, fostering alignment across departments and with external partners. Your expertise will guide both operational and policy directions as the principal corporate advisor on automated parking enforcement. Furthermore, you will design and implement enterprise-level frameworks for performance measurement and risk management, ensuring transparency and accountability at every stage.
What will you do?

  • Provide strategic leadership to design and establish the Automated Parking Enforcement program, ensuring compliance with provincial and municipal rules
  • Author business cases, policy proposals, and leadership briefings to influence corporate and political decision-making
  • Manage the phased implementation, including vendor selection, technology integration, and preparing staff for new operations
  • Lead high-level negotiations and engagements with provincial regulators (GOA), vendors, and community partners to align legal, technical, and operational requirements
  • Convene and chair interdepartmental working groups across Safe Mobility, Community Standards, Finance, Law, and Communications to ensure integrated outcomes
  • Design and implement performance measurement and risk management frameworks to ensure accountability and drive continuous improvement
  • Conduct complex data analysis to identify trends, forecast risks, and recommend strategic, evidence-based program changes to senior leadership
  • Develop systems for managing and safeguarding program evidence in accordance with legal requirements
Qualifications
  • A Bachelor's degree in Commerce, Engineering, Project Management, or a related field
  • A minimum of five (5) years of progressively responsible experience in leading complex automated enforcement program development and operations, and strategic policy creation and implementation while maintaining a positive relationship with government agencies and other collaborators

  • Project Management designation, knowledge, and experience
  • Change management designation, knowledge, and experience
Skills required for success:
  • Experience with automated enforcement systems or related programs
  • Knowledge of traffic and parking legislation and bylaws (e.g., Traffic Bylaw 5590)
  • Knowledge of peace officer authority, court proceedings and rules of evidence
  • Knowledge of enforcement policies and procedures
  • Understanding of enforcement and ticket issuing requirements, including processes, quality standards, and evidentiary documentation as defined by the Government of Alberta
  • Adherence to Standard corporate directive and internal policy and procedures (e.g., Code of Conduct, Occupational Health and Safety Standards)
  • Exceptional organizational, writing, and communication skills
  • Demonstrated creative and innovative thinking and problem solving
  • Leadership and team building skills with demonstrated support for change management
  • Ability to make sound decisions with an understanding of budgetary and political implications
  • Strong conflict management, problem solving, and consensus building skills
  • Ability to collaborate and resolve highly complex and sensitive issues
  • Ability to draft reports, correspondence, and to present information and recommendations in a clear and concise manner
  • Ability to manage several priorities simultaneously
  • Skilled in exercising effective tact, sound judgement and firmness in dealing with difficult situations

  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance

Salary Range: $50.108 - $ 63.318 (Hourly); $88,277.77 - $111,550.49 (Annually)
