The Team
Security Intelligence Operations and Programs (SIOP) is a fast-paced, first line operational security team in Corporate Security Services (CSS) at the Bank of Canada. In addition to monitoring, analyzing and reporting on threats and security risks to the Bank and Canada's financial infrastructure, SIOP leads the development and implementation of critical security programs, including Intelligence, Travel Security, Internal Security Investigations, Technical Security Counter-Measures, Insider Threat, and Security Awareness. Comprised of security experts, trained investigators, and security and intelligence analysts, the team is dynamic, resourceful, and cohesive.

What you will do
Reporting to the Director, Security Risk Management Office, you will provide strategic and operational leadership to SIOP, inspiring the team to deliver high levels of performance and quality results while maintaining morale. You will ensure that the team proactively identifies security threats to Bank personnel and assets, delivers quality analytical assessments to inform risk-based decision-making, and further matures security programs. You will coach and develop your team to enhance your team's subject-matter knowledge and expertise and invest time to help them achieve their professional development goals. You will be a pro-active contributor in identifying and resolving issues that may impair the team's ability to meet strategic and operational goals. You help establish objectives, policies, budgets and procedures, as well as monitor expenses and metrics. You will work collaboratively with other members of CSS and help foster an engaging, collaborative, and inclusive work environment. You will also contribute to developing the Department's vision and strategic direction.

What you need to succeed
We are looking for an experienced inspirational leader, a self-starter and an effective communicator who can work with minimal supervision and build and maintain relationships in support of operational objectives. You are experienced in leading a team through security incidents, thrive in a face-based operational environment, and have the confidence to make sound decisions under stress, relying on your knowledge, and experience. You are innovative in your approach to solving problems, able to exercise sound judgment and have highly developed written and verbal communications skills. You can work well under pressure, organize tasks, establish priorities, and meet deadlines without sacrificing accuracy. You are collaborative and effective at building relationships with both clients and partners. You are able to coach and train others, provide constructive feedback, and contribute ideas to achieve the goals of your team.

In addition, you have:

  • Successfully built and lead a high-performing operational security team.
  • Extensive knowledge of the security and intelligence community, and expertise in threat analysis, threat assessments, security briefings, and security incident monitoring and reporting.
  • Experience designing, developing, implementing, and refining first line operational security programs.
  • Willingness to work over-time, including weekends and evenings, often with little advance notice.
Nice to have
  • previous experience providing strategic guidance to a team of intelligence analysts, technical security analysts or security analysts
  • Experience leading security investigations, conducting interviews, writing investigative reports, and operating within the scope of investigative authorities
  • experience working in a classified environment, writing intelligence reports, and conducting briefings to senior leadership
Your education and experience
The position requires a combination of a bachelor's degree in one of the following fields: security studies, criminology, international relations, intelligence, terrorism, information security, management studies or a related field of study

and;
  • a minimum of nine years of progressively more responsible and relevant experience in various security threat/risk assessment environments such as law enforcement, security, government, or private sector
  • a minimum of five years of strategic and tactical people leadership experience of a large team of professionals including specific experience related to coaching and developing others

  • Language requirement: English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.

  • Security level required: Be eligible to obtain Top Secret

Hybrid Work Model #LI-Hybrid

The Bank is conducting a trial of a hybrid working model which provides employees with the flexibility to telework for significant portions of each month. During the trial, employees will be expected to come onsite on those days when they are involved in activities that they or their leader feel are better conducted in person and to build connections with colleagues. For the majority of employees, it is expected that onsite time will range from 5 to 10 days per month, depending on your role. You must live in Canada, and within reasonable commuting distance of the office.

  • Salaries are based on qualifications and experience and typically range from $110,190 to $137,735 (job grade 19)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
