Job Description


The Information Technology (IT) Mission Critical Application Section of the Edmonton Police Service (EPS) is searching for a highly motivated, dynamic, and passionate individual to assume a leadership role within the Records System Unit. The Applications and Infrastructure Analyst III, serving as a Team Lead and reporting directly to the Mission Critical Applications Manager, will oversee the dedicated team responsible for supporting our Records System - a pivotal portfolio of mission-critical Edmonton Police Applications.Key responsibilities will include:

  • Provide day-to-day leadership and supervision for the unit, including mentoring and coaching, resource management, priority setting, work assignment, and time management. Plan, review, and approve staff schedules, on-call standby schedules, and vacation requests, per EPS policy.
  • Provide leadership, expertise, guidance, and mentoring to team members on both technical and general competencies.
  • Create, update, and deliver reports on the status of tasks, assignments, and initiatives.
  • Participate in the recruitment process for new team members.
  • Working with the Manager - conduct performance reviews, performance improvement plans (as needed), and attendance management plans (as needed).
  • Working with the Manager - provide guidance, expertise, and feedback with respect to application governance, change management, stakeholder engagement, and expectation management.
  • Work with business areas and other staff to diagnose and resolve reported issues and respond to service requests in accordance to assigned priorities.
  • Track support tickets and update those tickets with notes and status changes to document associated efforts.
  • Operate, administer, and maintain supported systems, including providing after-hours, on-call standby support on a rotational basis.
  • With input from team members and management, develop, update, and manage processes, procedures, and practices for the unit.
  • Review business requirements, functional and nonfunctional specifications, as well as solution architecture designs, to analyze and design supported systems. Define plans and work to develop, implement, test, configure, enhance, and modify supported systems as needed.
  • Attend various governance meetings, including the Change Approval Board and Patch Vulnerability Group weekly meetings.
  • Execute project management tasks for operational projects and collaborate with other project managers on capital projects to ensure timely and successful delivery.
  • Support the Mission-critical Applications Manager in vendor management, including annual contract renewals and issue/performance management.
  • Responsible for the performance, availability, capacity, change, and major incident management of mission critical applications and services in a 24x7 operational environment.
  • Contribute to an inclusive environment by building and maintaining collaborative relationships with team members, peers, and leaders.
  • Ensure successful delivery of quality solutions that meet stakeholders expectations.
  • Build and manage effective customer and vendor relationships by understanding related business strategy, operational goals and managing expectations.
  • Communicate effectively with various levels of management and provide exceptional customer service to stakeholders at all levels.
  • Operational and Strategic Planning, including development and maintenance of technology roadmaps.
Qualifications
  • Degree in Computer Engineering, Computer Science, Information Science, Information Systems, or equivalent as well as a minimum of six (6) years of experience in Information Technology or Information Management. Or Post-Secondary Diploma in Computer Engineering, Computer Science, Information Science, Information Systems, or equivalent as well as a minimum of seven (7) years of experience in Information Technology or Information Management.
  • Knowledge, training, or certification in Systems Development Lifecycle (SDLC), Application Lifecycle Management (ALM), or Information Technology Infrastructure Library (ITIL) frameworks would be a requirement.
  • Experience in applications deployment and release management would be a requirement.
  • Knowledge, training, or certification in IT Quality Assurance, Business Analysis, or Business Systems Analysis would be an asset.
  • Experience with Police Records Management Systems (RMS) in gneral or NicheRMS specifically would be an asset.
  • Demonstrated experience managing cross-functional projects, and operational initiatives.
  • Demonstrated strengths in negotiation, planning, organizing, and delegating.
  • Strong analytical and problem-solving skills including superior critical thinking skills and decision-making confidence.
  • Exceptional interpersonal skills coupled with strong verbal and written communication.
  • Strong presentation skills including ability to present technical material to audiences with varying degrees of technical competence.

Hours of Work:
40 hours per week between 0800-1600 hours, Monday \xe2\x80\x93 Friday. Hours of work may be subject to the terms and conditions of variable hours of work program. Incumbents must be available for call-out outside of these hours on a rotational basis.Salary Range:
21B, Salary Grade: 039, $52.86 - $67.38 (Hourly), $4,229.30 - $5,390.60 (Bi-Weekly), $110,384.21 - $140,695.70 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.
