The incumbent provides administrative and accounting services related to international settlements between approximately 200 foreign postal administrations (FPAs) and Canada Post Corporation, accounting for approximately $200 Million in receivables and in excess of $170 Million in payables per annum. The incumbent is assigned between 50 and 80 foreign postal administration customers. The incumbent should be knowledgeable in the Universal Postal Union (UPU) accounting policies as well as CPC financial accounting policies and procedures.

Job Responsibilities

  • Reviews and applies the policies, regulations and procedures covering the Universal Postal Union (UPU) and bilateral agreements. Must be able to assess and implement constantly changing Acts and Regulations. Uses knowledge of UPU rules and regulations to perform day to day job activities and deal with FPA\'s when the interpretation of these regulations are in question (ex: audit guidelines, deadlines for billing and re-billing, etc.)
  • Using manual and computerized systems, verifies accounts which have been received from foreign postal administrations and prepares outbound accounts for submission to foreign postal administrations after reviewing source documents received from domestic exchange offices (i.e. air and surface mail delivery bills, verification notes, parcel bills, etc.) for accuracy and completeness within the required timelines. Contact FPA as necessary to obtain additional information. Make changes/corrections to the appropriate CPC systems as required.
  • Performs collection activities as necessary to ensure settlement of outstanding receivables by preparing and sending reminders to FPAs; Re-billing amounts wrongly amended or preparing supplementary billings, providing appropriate support documents; maintaining and produces status reports of outstanding accounts, and reporting anomalies to the appropriate person as required.
  • Assists in the balancing and accurate recording of financial transactions relating to International Settlements by maintaining country-specific sub ledgers, assisting Analysts in the clearing of settled accounts by matching and releasing invoices within SAP. Ensures accurate hardcopy and electronic records of all settlements activity for assigned countries, by establishing and maintaining complete and up-to-date files for each settlement year.
  • Responsible for the analysis of the overall financial situation between FPA\'s and Canada Post with the determination of whether a payment is required. Responsible for determining payment currency (US, Cdn, Euros) and banking details by referring to the payment history and the latest version of bilateral agreements. Searches the International Monetary Fund website to obtain the best currency exchange rate (while adhering to UPU exchange conversion guidelines) to convert the SDR value to the appropriate currency value. Responsible for executing the correct accounting transactions in SAP to reflect the payment, i.e.: debit the customer account and credit the proper bank G/L account. Assess any currency exchange gains or losses and write off to the appropriate G/L account in SAP. Process and issue all documentation and present to the appropriate signing authority to conform to the \xe2\x80\x9cDelegation of Signing Authority\xe2\x80\x9d, in particular section 2.2. Confirm correct thresholds prior to payment. Coordinate the issuance of the payment with Accounts Payable.
Job Responsibilities (continued)
  • Identifies and records all Accounts Receivable transactions to be processed through the UPU Clearing System, a direct online settlement application (using 3 different currencies) comprised of 30 Foreign Postal Administrations. This system allows all members to net all revenues and expenses into one statement. Determines the validity of Accounts Payable transactions being claimed in the UPU Clearing system from FPA\'s, ensuring that values match the account previously audited and accepted by the incumbent. Authorizes the acceptance and payment processing of FPA claims. Records in SAP the acceptance of the UPU clearing transaction by amending the original revenue and expense transaction coding. Deals directly with FPA\'s to resolve any discrepancies or disputes arising from claims through the UPU Clearing system and escalates any unresolved issues to the supervisor.
  • Knowledge of internal controls is required to perform job tasks in conformance the CPC \xe2\x80\x9cInternal Control Certification\xe2\x80\x9d, specifically relating to the audit and billing of accounts, the issuance and receipt of payments, etc.
  • Verifies information for accuracy and completeness, issues and processes FPA accounts (e.g. Indemnities, Transits) on behalf of other CPC functions such as Customer Service, International Relations and Transportation Operations, to ensure collection of monies owed to the Corporation as well as integrated contact and follow-up with other administrations.
  • Solving account disagreements by researching information and analyzing the problems. Makes recommendations to management and negotiates with customers on resolution.
  • Performs other related duties such as collection and distribution of incoming and preparation of outgoing mail, maintains the accuracy of FPA address lists, and supports the administration of Sampling accounts on behalf of the current Officer, International Accounting & Reporting.
Qualifications

Education
  • Completion of secondary school according to provincial standards or equivalent (GED) AND
  • Completion or in the process of completion of College / University in Business Administration, and/ or Commerce, and/ or Finance, and / or Accounting.
  • CPA, CMA or CPA, CGA or CPA, CA designation (s) or in the process of obtaining is considered an asset.
Experience
  • 2 years\' experience in accounting, accounts payable or accounts receivable
Other Candidate Requirements
  • Knowledge of Microsoft Excel - Intermediate Level required
  • Ability to analyze and reconcile customer accounts
  • Ability to prepare journal vouchers and accrual documents for review and approval by supervisor/manager.
  • Ability to prepare adjusting entries to income statement and balance sheet accounts
  • Ability to problem solve including direct communication with internal/external authorities.
  • Ability to communicate, verbally and in writing, briefly and concisely.
  • Ability to prepare period reporting documents for review and approval by supervisor/manager.
  • Must be able to work toward meeting tight deadlines
  • Team work abilities is an important requirement for this position
