JOB SUMMARY


Billing, Assessment and Tax Policy, which includes property tax and water billing ($1.5B/year in property tax billing and $220M/year in water billing), property tax assessment, and tax policy, is responsible for the development and interpretation of tax policy, management of the assessment base, and delivery of reliable billing systems to ensure stable and reliable revenue for the City, as well as compliance with provisions of the Municipal and Assessment Acts. You are responsible for supporting the City?s Automated Metering Infrastructure (AMI) Radio Frequency network by providing a broad range of technical support and analysis functions. You monitor and maintain optimal system performance and maximize the use and effectiveness of AMI data, create reports for data analysis and custom requests, and contribute to ongoing service delivery and service improvement initiatives in the section.

EDUCATION AND EXPERIENCE


Completion of 4 year university degree in Electrical Engineering, Computer Science or a related field Minimum of 4 years of experience relating to Radio Frequency Infrastructure, IT infrastructure software applications and database administration, and customer relations

KNOWLEDGE


  • General knowledge of City, Department and Branch by-laws, policies, procedures, standards and specifications relating to Radio Frequency(RF) equipment, installation and maintenance
  • General knowledge of the installation, operations, auditing, monitoring, fault resolution and maintenance of large Radio Frequency (RF) & cellular based networks
  • General knowledge of the AWWA Guidelines, Water By-Law, municipal water distribution network, component functions, service level issues and billing processes
  • General knowledge of the water metering infrastructure and the impact of various types of meters on troubleshooting AMI network issues
  • Operation and maintenance practices/procedures for water meters in the residential and institution/commercial/industrial sectors
  • General knowledge of the operation and maintenance of hand-held monitoring devices
  • General knowledge of programs requiring water consumption data support such as meter right-sizing, fire line testing and sewer surcharge exemption
  • Knowledge of specialized hardware components and basic inventory methods
  • Knowledge of customer and client service techniques
  • Knowledge of health and related customer concerns relating to RF interference and cellular based networks
  • Data collection/analysis and data base and software administration
  • Computer applications and software relating to the work, such as including MS Office, SAP, Maximo, and data retrieval and analytical applications
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.

  • Language Requirement: English oral, reading, writing required.
  • Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check with the Police Services detachment in their jurisdiction to the City of Ottawa?s satisfaction.
