The Advisor Regional, Health and Safety Engineering provides the national focus and direction across the Engineering, Maintenance and Real Estate groups to ensure compliance to safety standards for all mechanized mail processing facilities and equipment. As the key functional authority in approving safe design and usage of mechanized equipment for the region, monitors application of safety in design concepts and health and safety requirements in regional projects, and provide effective input into national policy and programs, The objectives are to optimize employee safety, and ensure that the corporation complies with federal, provincial, municipal, and other Health and Safety (H&S) standards, procedures, policies, and regulations.

Job Responsibilities

Below are the main job requirements and responsibilities for the Advisor Regional, Health and Safety Engineering.

  • Leads the development, review and compliance to the regional Health and Safety improvement plans. Consults with key Stakeholders to ensure integration of responsibilities. Utilizes data gathering methods to capture information and assess injury related trends and cost implications. Utilizes these trends to create reduction and prevention strategies, and develops appropriate implementation plans for the same Present plan to the Manager for approval and implementation.
  • Provides technical guidance and professional advice to all functions within the region on Technical Safety programs such as Industrial Hygiene, safeguarding, work at heights, hot work, electrical safety, among others.
  • Represents Health and Safety interests as a stakeholder in the selection process for tendering/lease/purchases to ensure risk mitigation, safety and effectiveness of design and operations through legislative compliance, identification and management of risk factors and reliability from tender stage through to successful completion of projects.
  • Reviews and approves all mechanized equipment design through the Certificate To Use process; provides technical input to project leads and Joint Health and Safety Committee (LJHSC) to ensure compliance with Canadian Occupational Health and Safety Regulations (COSH) and recognized safety standards, all relevant legislation and collective agreements.
  • Fosters continuous improvement initiatives and complex incident investigations.
Job Responsibilities (continued)
  • Resolves contentious safety issues and complex problems, in many instances requiring close contact with union representatives. Acts as a representative of Canada Post and defends the Corporation in issues that have resulted in grievances or arbitrations or other forums (i.e. Workers Compensation Board) where subject matter expertise is required to support the position of the company.
  • Facilitates training and on-going coaching in coordinating and performing risk assessments of equipment. Assist in the development of national course material for project leads, operations and other support functions.
  • Is the Subject Matter Expert on technical safety for the region on various engineering committees, joint union/management committees, projects and working groups.
  • Reviews employee safety programs to determine their adequacy and recommends improvement strategies to the manager Health and Safety Management Systems (HSMS).
  • Acts as resource to assist in the development of Corporate Manual System (CMS) documents as required.
  • Establishes, builds and maintains a network of contacts internal and external to CPC to keep informed of future plans and activities; and external to the Corporation to remain cognisant of future trends and developments in related federal and provisional OHS legislation, programs and strategies.
Qualifications

Education
  • University degree preferably in a related field such as Occupational Health and Safety OR a combination of equivalent professional experience and training
  • Canadian Registered Safety Professional or equivalent designation required
Experience
  • 3 to 5 years of relevant functional experience
  • One or more years of experience in a unionized environment an asset
  • (If managing a team) 2 or more years\' experience managing people

  • Strong communication, analytical, and customer service skills
  • (If managing a team) Excellent team building and leadership skills and experience
