The Office of Legislative Counsel (OLC), in the Legal Services Branch, is responsible for the drafting, editing, preparation, publication and revision of all legislation (bills, regulations and orders in council) for the Province and for the provision of advice and opinions regarding legislation, statutory interpretation, government and Cabinet organization, budget and supply procedures, provincial elections and parliamentary law to the Offices of the Premier, the House Leader, the Lieutenant Governor, the Minister of Finance, Cabinet Operations and ministries.

The Publications Manager provides leadership and technical guidance to the OLC Publications Analysts, who support the legislative process in B.C. by helping to ensure legislative materials meet the high standards of accuracy and readability for which B.C. legislation and related publications are known. The Publications Manager ensures their group\xe2\x80\x99s overall efficient and effective operation and leads high-priority publishing projects. The Publications Manager will have project management responsibilities that include coordinating multiple concurrent publications, setting deadlines, assigning responsibilities, and monitoring progress of publication projects.

Job Requirements:
Education and Experience

  • Post-secondary degree or diploma in Publishing, English, Project Management, or another applicable program of study.
  • At least two years of experience managing projects or project components.
  • Extensive experience proofreading and checking the accuracy of documents prepared by other professionals, including conducting related research and analysis.
  • Demonstrated experience supervising or mentoring others.
  • Experience in desktop publishing and in designing accessible and user-friendly material for print and online publication.
  • Experience updating and maintaining complex content collections.
  • Experience in a professional office environment.


Preference may be given to applicants with the following:
  • Experience with FileMaker Pro or other database software, or XML authoring tools or content management systems.
  • Experience in a legislative office environment.
  • Experience scheduling, coordinating, and managing multiple projects simultaneously.
  • At least two years of experience managing projects or project components in a publishing environment.
  • Experience publishing legislation and related materials.
  • Experience with FrameMaker, Acrobat DC or other desktop publishing software.
