Health Sciences North (HSN), one of Canada's Top 40 research hospitals and Northern Ontario's largest hospital, is seeking a candidate to fill the role of Administrative Director, North East Cancer Center. Under the direction of the Regional Vice President, Cancer Care and Vice President, Social Accountability, the successful incumbent will provide innovative direction and operational leadership to the North East Regional Cancer Program, and will work with key stakeholders throughout the North East in planning, delivering and monitoring quality cancer services. The Administrative Director will direct the delivery of high quality, evidence based, patient focused and fiscally responsible care/services that are consistent with the provincial direction and aligned to HSN's Strategic Plan.
The successful candidate will have a Master's Degree in Health Administration, Business Administration, or equivalent from an accredited university, as well as a current Certificate of Registration in good standing as a Health Professional from an Ontario Professional Association or regulatory college. The individual will bring a minimum of five (5) years' experience working in a leadership role, and have experience working with individual physicians and physician groups.

KEY FUNCTION :
Provide innovative direction and leadership of the North East Regional Cancer Program (NERCP). Direct the delivery of high quality, evidence based, patient focused and fiscally responsible care or service that is consistent with the corporate and program strategic direction.
REPORTING :
Under the general direction of the Regional Vice President, Cancer Care and Vice President, Social Accountability.
DUTIES:
• Direct and oversee the development, implementation and evaluation of short and long-term plans, goals and objectives for the NECC that reflect the strategic direction of the Hospital and Ontario Health-Cancer Care Ontario (OH-CCO), and respond to the needs of the organization and community.
• Provide leadership in the development of new services and initiatives which respond to current and future community needs.
• Promote and advocate the adoption and application of Organizational Excellence methodology and guiding principles across the program.
• Develop annual operating plans which align with HSN's programs and directives, and ensure that the program stays within budget; advocate and secure resources for initiatives and process improvement.
• Provide leadership for the development and the implementation of the NE Regional Cancer Plan and Regional Indigenous Cancer Plan.
• Initiate and lead change effectively within the program and provide support across the organization for change that aligns with HSN's and OH-CCO's strategic directions.
• Promote professional practice compliance with professional, accreditation, ethical, and legal standards.
• Work with internal and external partners to plan, develop, and implement a regional system of cancer care across the spectrum of cancer services from prevention and treatment through to palliation, including working in collaboration with other agencies, i.e. Ontario Health Teams, Home and Community Care.
• Promote and develop mechanisms to support clinical research activity in all divisions of the program; monitor research to ensure fiscal viability, ethical responsibilities and regulatory requirements are met.
• Collaborate with Health Sciences North Foundation in fundraising activities.
• Ensure that patient, family and clinical staff education programs are coordinated in partnership within the organization and the community.
• Research, identify, and oversee the implementation of best practice standards and innovative solutions to enhance patient care delivery.
• Create an environment that promotes evidence-based practice and implement improvements/ changes as appropriate.
• Promote and implement activities related to patient and family as well as health care worker safety.
• Establish systems to ensure that the program and staff provide expected and satisfactory outcomes as outlined by HSN, comparator data, and evidence-based practice.
• Assist in the development of communication strategies/plans/messaging as needed.
• Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
• Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
• Determine and align improvement projects with HSN's Strategic Plan; monitor and adjust to achieve goal outcomes.
• Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
• Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
• Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
• Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
• Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
• Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
• Represent the department or program on various committees and in meetings as required.
• Perform other duties as required.
QUALIFICATIONS
EDUCATION AND TRAINING:
• Minimum of a Master's Degree in Health Administration, Business Administration, or equivalent, from an accredited university.
• Current Certificate of Registration in good standing as a Health Professional from an Ontario Professional Association or regulatory College.
• Ministry of Labour "Worker Health and Safety Awareness in 4 Steps" training certificate is required.
EXPERIENCE:
• Minimum of five (5) years' experience working in a leadership/supervisory role or senior clinical position.
• Experience working with individual physicians and physician groups.
KNOWLEDGE/SKILLS/ABILITIES:
• Demonstrated knowledge of the entire continuum of cancer services, including prevention and screening, multiple treatment modalities, support services, and palliation.
• Demonstrated experience with financial management and budget development.
• Demonstrated critical thinking skills and ability to use judgment in risk assessment.
• Demonstrated strategic thinking and program planning skills.
• Demonstrated ability to execute and lead strategic initiatives by using process improvement methodology and change management.

• Demonstrated knowledge of interrelationships between hospital, clinical, and support programs.

• Demonstrated ability to coach, advise and teach others using the principles of adult learning.

• Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
• Ability to use tact and discretion in dealing with health care providers and employees.
• Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
