Recruitment range: $86,933 - $108,544 maximum starting salary is determined through knowledge, experience and internal equity.

Performance range: starting salary to max of $124,747 is available through annual performance increases.

Job Summary

Mandate/Core purpose of role

The Climate Action Secretariat (CAS) Engagement Manager is responsible for identifying and building partnerships with communities to chart viable pathways to sustainable energy systems. This position is unique as they are hired by ACET and are part of the ACET team but are seconded to CAS to be embedded within the provincial government to serve as a vital link between ACET and BC Government ministries and departments. In particular, the CAS Partnership team has established linkages to all BC communities and Modern Treaty Nations, as well as responsibility for program funding, so the CAS Engagement Manager will serve as a conduit between ACET and communities to help identify and develop projects.

To achieve the joint vision for the position to both strengthen CAS\'s capabilities for action and maximize ACET research impact, the CAS Engagement Manager will divide their physical office time between CAS and ACET. By embedding within both teams and contributing to ongoing projects in both formation and execution at CAS and ACET, the CAS Engagement Manager will be informed and positioned to identify and help initiate ACET projects by connecting the various actors. They will maintain awareness of ACET capabilities and wider ACET partners while also having direct connection to BC communities through CAS as well as other government ministries and departments. This will enable identification of community needs to help implement their energy transitions, as well as contributing to provincial level funding and programming to widely support community energy transition.

The position will also provide quantitative and qualitative analysis of data and policies aimed at evaluating and formulating government programs and direction. This applied work will also help identify further specific analysis and knowledge gaps that could be supported by ACET projects. To be successful, the candidate must be well practiced in management best practices of organization, as well as a skilled communicator and collaborator with knowledge of EDI principles to ensure effective and equitable engagement.

Objective
  • Manage a wide array of long term relationships to achieve the aims of the position through CAS, requiring a very nuanced approach given the breadth of relationships to be formed and maintained including with community leaders and departments; Indigenous governance structures; government departments and Ministries; NGOs and associations.
  • Management of relationships across the ACET team to understand potential positioning of research projects achieving impact.
  • Facilitate the identification and development of community-led renewable projects to accelerate energy transitions across BC and Canadian communities.
  • Support the engagement between researchers, government, and communities to maximize the policy, social and economic impact of ACET and CAS initiatives.
Job Requirements

Postgraduate degree from a recognized post-secondary institution, with relevant specialization in one or more of the following knowledge areas: public policy, engineering, environmental planning, political science, business; or related disciplines. Minimum of five years of relevant experience in a leadership position with expertise in community engagement and/or governance, clean energy adoption, inter-government affairs, and/or community development projects. An equivalent combination of education, training, and experience may be considered.
  • Strong partnership building skills across diverse stakeholder groups, including leadership and strategic thinking, to drive creation of innovative projects and achieve implemented and scaled solutions.
  • Knowledge of GHG mitigation technologies and innovations across community energy systems including quantitative analysis of policies and regulations.
  • Ability to exercise discretion when interfacing across stakeholder groups and multiple reporting structures, operating in a unique work environment between ACET and CAS to deliver value to both parties.
  • Understanding of local government decision making processes including various forms of governance, delegation of authority from Province, etc.
  • Expertise in community engagement processes, including work with Indigenous communities.
  • Flexibility to pivot and take on new, unanticipated tasks including prioritizing work tasks within time constraints.
  • Experience with evidence and analysis-based decision making.
  • Demonstrated leadership and project management skills.
  • Dynamic, people-and-results-oriented with a passion for implementing climate change solutions.
  • Strong analytic, writing and verbal presentation capabilities in English. Ability to communicate complex issues to broad audiences both orally and in writing.
  • Ability to travel (generally 1-3 days/trip) within BC as needed.
  • Cultural acumen in working respectfully with Indigenous people and their knowledge systems.
