  • Works closely with project team to review and understand project demands and needs and facilitates the placement of skilled labour.
  • Extends offers and completes all related correspondence and onboarding requirements for skilled craft employed by PCL through labour unions.
  • Provide guidance, coaching and training on all aspects of career management and evaluations for skilled craft personnel.
  • Works with appropriate project and field team members to determine training needs and coordinates safety training for new hires on each jobsite.
  • Investigates and evaluates union complaints to determine viability. As a key liaison with union representation, works with union and management to resolve grievances.
  • Analyzes, understands, and manages labour agreements.
  • Advises management on matters related to the administration of contracts or employee discipline procedures.
  • Works proactively with unions on ways to promote and improve the safety culture, seeking a collaborative approach to improving productivity.
  • Collaborate with building trade unions and government in support of apprenticeship programs and other development initiatives within the skilled trades in the community.
  • Supervises, directs, coaches, trains and mentors team, including direct and indirect reports.
  • Effectively communicates with internal and external stakeholders, as required.
  • Develops and maintains strong, customer-focused relationships with key stakeholders and all decision makers.
  • Values, models and coaches the solution provider and profitability culture.
  • Other project/ site duties as needed.
Qualifications
  • Journeyman certificate postsecondary diploma/ degree in a related discipline preferred. Certificate in negotiation or equivalent experience preferred.
  • 8 years of progressive experience in lead hand/ foreman role and/ or labour relations or a related field preferred.
  • Proven experience working within a union environment, understanding union agreements and coordinating with labour relations representatives.
  • Ability to tactfully and diplomatically deal with people and act with discretion when handling confidential information.
  • Strong business acumen with an understanding of industry practices and new developments
  • Effective verbal and written communication skills with the ability to negotiate and present content and ideas that influence a favorable outcome.
  • Demonstrated planning, organization, and time-management skills with the ability to multitask, prioritize and delegate.
  • Understands and comprehends all labour-agreements and government legislation, and PCL policies and procedures.
  • Extensive knowledge of the local and regional apprenticeship and labor programs with all provinces, including up-to-date wage rates.
  • Demonstrates conflict-resolution skills, problem-solving abilities, and professional judgement.
  • Intermediate skills using Microsoft Office Suite and other applicable systems.
