Job Summary:

In this role you will be reporting to the Manager, Workforce Operations Training & Systems. The Representative, Workforce Operations - Interior will be BCIB's on-site representative on Highway 1 Four-Laning Projects.

The Site Representative will support daily on-site operations that include but are not limited to: the onboarding of workforce employees, recording and managing of sensitive employee information, conducting administrative tasks related to workers employment, using change management skills to create an inclusive work environment for the workforce, acting as the liaison between BCIB, Stakeholders, and unions, and triaging employee requests as required.

Essential Duties & Responsibilities:

• Act on behalf of the employer to support skilled trade workers during their employment with BCIB.
• Conduct trainees/apprentices' check-ins to ensure they are receiving the mentorship required according to their skilled trade.
• Assist the Respectful On-Site Initiative program and team by coordinating with the contractor and the workforce to attend the one-day workshop.
• Act as a liaison between BCIB departments, unions and the contractors with respect to workforce requirements and activities.
• Participate in Joint Occupation Health and Safety Committees and any other on-site related groups as required by BCIB or Contractor.
• Respond, document and escalate labour relations issues, grievances, worker concerns and any incidents onsite as per the process.
• Execute minor disciplines if required.
• Present onboarding and conduct orientation processes for new and returning employees (including policy review).
• Accurately and promptly perform administrative tasks related to onboarding, employee changes, and offboarding through Salesforce and other CRM systems as required.
• Maintain an active presence onsite, participating in Toolbox, safety, or any other required meetings.
• Troubleshoot, problem solve, and triage operational issues whilst working within a fast-paced environment in a non-urban setting.
• Document all interactions with employees, ensuring records are maintained as per Freedom of Information and Protection of Privacy Act (FOIPPA) requirements.
• Complete required onsite certifications and BCIB certifications related to the Site-Representative position and keep up to date on related and relevant information.
• All other duties as required.

Qualifications & Years of Experience:

• Post-secondary diploma in a related field is an asset.
• Proven Human Resources administration experience is an asset.
• Valid Class 5 Drivers License and a clean driving record, with the ability to drive a mid to large size vehicle if required.
• Three years or more experience in workforce operations.
• Experienced in conflict resolution, culturally sensitive, and confidential situations.
• Capable of working through workplace/worker concerns, disputes, grievances, and discipline processes with attention to mandated timelines.
• Proven efficiency with data systems and Microsoft Office Suite programs.
• Experienced working with a unionized workforce and familiarity with collective agreements.
• Ability to establish and maintain effective relationships easily.
• An equivalent combination of education and experience will be considered.

• A self-motivated professional with a high level of initiative, a sense of urgency, and a strong sense of leadership.
• Possess the willingness to have difficult conversations to create an inclusive work culture.
• Ability to work both independently and within a team.
• Excellent organizational and critical thinking skills, with the ability to prioritize important projects.
• Experienced in case management and diplomatic information-gathering, timely and accurate documentation, and electronic file management.
• Ability to handle highly confidential information with discretion and tact.
• Experience promoting a respectful, safe, and inclusive job site culture.
• Confident in presenting to large groups of people.

Supervisory Responsibilities: This role has no supervisory responsibilities.

Work Schedule & Location:

• Full time: 37.5 hours per week, •Monday - Friday•
• Hours: The typical schedule for the Representative, Workforce Operations role is 7am - 3pm, however this may vary depending on the demands of the project site. Evening work may be required occasionally, for workforce onboarding purposes.
• On site: This position will be based on our project sites at the BCIB site trailer. In the event there is a seasonal shutdown, or if the trailer is not available, working from home may be required. Work locations will vary based on responsibilities between Chase, Tappen, and Sicamous.

Compensation:

The range offered for this position is $65,000 - $70,000.

Compensation offered within this range is based on factors unique to each candidate, including skills, qualifications, experience and credentials.
