Reporting to the Supervisor of Water Treatment, the Water Treatment Technical Analyst's will research and find efficiencies to optimize the water treatment plant processes and implement optimization strategies related to water operations. This is to include the review of process data, laboratory data, and SCADA data to determine any improvements for chemical reduction for the Actiflo, Ozone, RMF, Reverse Osmosis (temporary and full scale systems), and Disinfection processes and to analyze and use data to determine any process optimization opportunities for these processes, including Filtration, and be the lead for the implementation of the findings. This position will also be responsible for the following:

Collect and analyze the data used for the AWWA excellence partnership program and implementing any recommendations provided; Participate in capital project reviews and provide input for optimization opportunities for new processes or process upgrades; Assist with energy optimization to reduce costs and greenhouse gas emissions; Assist with pilot programs such as the WCWC denitrification program and the well water/surface water mixing capital project; Assist with the purchasing of treatment chemicals and monitor treatment chemical usage and treatment-related budget; Assist with the Ministry of Environment, Conservation and Parks (MECP) annual inspections including data collection and on-site visits; Contribute to the development and improvements of standard operating procedures (SOP's) and forms; Assist with the new CMMS (Cartegraph) system and operational work orders while working with the Supervisor of Water Treatment and Supervisor of Water Maintenance as well as Maintenance Analyst to optimize it for operations; Liaison between the Water Compliance and Maintenance departments and assist with any optimization or analytical needs that may be required; Be available for coverage of Water Treatment Operator shift duties when required.

QUALIFICATIONS



Two (2) year Community College Diploma in Chemical, Environmental or Civil Engineering Technician/Technologist or an equivalent related discipline. Applicant must have a valid Ministry of Environment, Conservation and Parks (MECP) Water Treatment Class 1 or higher. Experience operating a Class IV Water Treatment Plant. This includes in depth knowledge of the operation of water treatment processes, chemical feed systems, and water treatment equipment such as pumps, mixers, instrumentation. Excellent interpersonal skills coupled with highly developed communication skills (oral and written), with the ability to effectively communicate with staff and management. Excellent time management, organizational, record-keeping, analytical, problem-solving and leadership skills. Strong report writing skills with the ability to achieve program objectives successfully while, at times, meeting tight deadlines. Extensive knowledge of the following legislation, regulations, or requirements, including but not limited to the following as it relates to a Class IV Water Treatment subsystem: Safe Drinking Water Act, 2002, O.Reg. 169/03,Ontario Drinking Water Quality Standards, O.Reg. 170/03, Drinking Water System, O.Reg. 128/04, Certification of Drinking Water System Operators and Water Quality Analysts, Procedure for Disinfection of Drinking Water in Ontario, Working knowledge of Drinking Water Quality Management Standard (DWQMS), Municipal Drinking Water Licenses (MDWL) Drinking Water Works Permits (DWWP). Ability to interpret and analyze data, identify challenges or opportunities, and make recommendations for optimization and plant process improvements and efficiencies. Exceptional attention to detail is required with the ability to understand and interpret plant operating data, technical reports and water compliance parameters. Interpret and apply policies and procedures and use reason and judgment to develop conclusions or solutions to problems. Proficient computer skills, including good working knowledge and application of word processing, spreadsheet, power point presentation and e-mail software applications, work order systems (Cartegraph) as well as SCADA. Fulfill role of Operator in Charge (OIC) and Overall Responsible Operator (ORO) as required and when appropriately licensed and trained. Ability to adhere to strict Deadlines. A valid class "G" driver's license is required during the course of employment.

WAGE/SALARY RANGE:

$42.11 to $42.11 per hour (based on a 35-hour work week) plus benefits
