Waste Management Coordinator





Reporting to the Sr. Engineer and/or Technical Services Advisor, the Waste Management Coordinator will provide support in the delivery of technical services outlined in Bimose Tribal Councils mandate, duties include:



Duties

Develop and implement solid waste management plans for communities which include developing by-laws, policies and procedures. Establish and maintain effective working relationships with member communities. Perform site investigations, surveys and observe operations to ensure compliance with environmental regulations. Ensure all MTSA's are updated with ISC. Tracking of diversion of solid waste and ensure compliance with all regulations. Monitor landfill site surveys to ensure environmental compliance by following community and federal regulations. Complete Health and Safety evaluations. Create innovative solutions to address illegal dumping. Prepare financial budget and submit reports to funding sources and management. Explore sources of external funding for all waste-related projects for the First Nation. Assist in preparation of funding proposals and associated documentation. Assist contractors with community engagement sessions for input and strategic planning for projects. Contract administration for projects including creating terms of reference, implementation of contracts, consultations, review of designs and final contract reports. Present educational information, input, training and engagement sessions at community workshops and forums. Development and distribution of community specific promotion and education materials for outreach. Liaise and consult with external and government agencies on waste management programs (Provincial, Federal, local municipalities, RPRA, stewardships, etc.) Regular participation in OFNTSC Solid Waste Coordinator Working Group. Promoting sustainable waste management practices through regular community updates via email, newsletter submissions, social media, etc. Provide technical services to member First Nations on minor capital projects, including solid waste, water and sewage systems, roads, community infrastructure services, and education facilities. Provide support in the preparation and review of contract drawings and documents. Establishes design and construction schedules and monitoring progress of various projects and their conformance to design and construction schedules. Responsible for inspecting project sites in order to monitor progress and ensure compliance with all safety and government regulations. Analyzes survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geologic data to plan projects. Prepares budgets by projecting resource needs and determining funding priorities for a division or section. Conduct technical reviews and provides recommendations regarding designs and reports prepared by consulting engineers. Prepare funding applications, reports & administration duties for government funded projects.

Qualifications



Diploma or degree in Environmental Science, Environmental Engineering, Civil Engineering, Environmental Studies, or Resource Management. EIT (Engineer-in-Training) or CET (Certified Engineering Technologist) is preferred. Minimum 3 years of directly related work experience, First Nation experience is a definite asset. Working knowledge of various computer software including, but not restricted to: MS word, Excel, AutoCAD, Power Point and other design programs. Knowledge of GIS and GPS hardware and software would be a definite asset. Demonstrated understanding of engineering theories and principles. Strong oratory, & presentation skills; ability to effectively communicate both verbally and in writing. Valid driver's license, access to an insured vehicle, and willingness to travel
