With one of the top-performing economies, a growing tourism industry and an enviable portfolio of recreational and cultural venues, this is the place where you want to be.Please note this position requires the successful candidate to work on-site 5 days' a week at the Joint Operations Centre (2800 Rutherford Road).Position OverviewUnder the direction of the Manager of Solid Waste Management, assists in administering and enforcing waste management contracts, and responds to enquiries and resolves residents' complaints concerning residential and multi-residential waste collection. Monitors the effectiveness of various waste management programs, and researches and develops new programs in support of strategic departmental goals. Prepares and disseminates promotional and educational materials and helps coordinate public education programs and events related to waste management initiatives and the waste collection by-law.At employee request, this position is eligible to take part in our hybrid work model as outlined in the City's Alternative Work Arrangement Policy.ResponsibilitiesWaste Management Function

  • Maintains excellent public relations with staff, residents and contractors, with an emphasis on complaints and enquiries regarding curbside and multi-residential waste collection services; responds to enquiries and resolves escalated service complaints concerning waste collection programs and related by-law(s), developing and issuing non-compliance notices, and coordinating with the City's By-law department to address unresolved infractions.
  • Researches, prepares and delivers operational/educational programs, campaigns, special events and materials related to waste management operations and waste diversion/reduction/prevention.
  • Coordinates inventory of City-issued waste containers and public outreach
and educational materials, including inventory tracking, placing and receiving orders, administering payments, and assisting with unloading, restocking service counter, and returning inventory to manufacturer(s).
  • Monitors and enforces waste collection services, performing site inspections, reviewing GPS data and all available reporting to ensure collection contractors are performing to established levels of service; monitors locations with on-going set-out or collection issues. Includes collection of residential waste set-outs, as required.
  • Administers multi-residential waste collection services including on-boarding eligible properties for service, site visits, education and outreach, program development and communications with property management companies, building superintendents, condominium corporations, individual residents and waste collection contractors to resolve issues, and improve program performance.
  • Coordinates, develops, maintains and tracks outreach tools, including community signage, advertising, mobile apps, on-line content and tools.
  • Assists with providing comments on site plans, development/redevelopment and subdivision agreements to ensure compliance with the City's Waste Collection Design Standards, including onsite inspections.
  • Working with contracted service providers, assists with the operation of the landfill gas methane station located at the closed Vaughan Landfill; performs site visits to support or act on behalf of the Waste Operations Technician, as needed.
Interactions with Others
  • Coordinates waste collection services in areas under construction; attends meetings with construction contractors and City staff to ensure awareness and compliance with City's policies and procedures; resolves waste collection issues when operations are affected by construction.
  • Coordinates waste collection services in new developments, working with staff, the developer and contractor to determine start dates.
  • Liaises with the public, collection contractors, City departments, stakeholder and industry groups, other municipalities/governments on matters dealing with waste management and best practices, and attends/participates in waste management committee meetings and public information meetings, as required. Maintains awareness of ongoing developments in legislation, policies and programs related to waste management.
  • Provides back-up telephone, e-mail and counter reception services on an as-needed basis; records, monitors and closes waste management work orders during these duties, conducts sales, and opens and closes cash and POS terminal.
Financial Sustainability
  • Assists in the preparation of reports and cost estimates for new and existing waste management initiatives; implements, monitors (i.e. waste audits) and reports on cost and effectiveness of waste management programs.
  • Compiles, analyzes, and provides data to management team for the preparation of budgets, reports, performance indicators, contract documents and tender specifications for services / supplies / equipment, as requested.
Qualifications and Experience
  • Successful completion of a University Degree in Environmental Science, Environmental Studies, Civil Engineering, Business Administration, or related studies with completed courses/credits in waste management, public relations.
  • Minimum of three (3) years' related experience. Experience in the municipal solid waste management field preferred.
  • Excellent interpersonal, organizational, analytical and problem-solving abilities, with strong presentation and report writing skills.
  • Relevant experience in project coordination and program development.
  • Ability to be proactive at resolving program or service related issues in a timely and effective manner.
  • Ability to work collaboratively within a team environment and to deal courteously and effectively with the public, staff, collection contractors and other stakeholders.
  • Knowledge of applicable legislation, related regulations and policies related to municipal solid waste management.
  • Knowledge of solid waste audit procedures and waste reduction work plans in compliance with government regulations.
  • Proficient computer skills and good working knowledge of word processing and spreadsheets.
  • Ability to perform the physical requirements of the position, including lifting up to 20.4 kg, and loading and unloading items.
  • Valid Ontario xe2x80x9cGxe2x80x9d Class drivers license, in good standing.
