What you'll do
You will have the opportunity to use your skills in the area of personnel training to work collaboratively with other specialists and provide input into the planning, implementation, and evaluation of regulatory programs applied to all classes of nuclear facilities. This may include:

• Lead, participate and/or assist in the development and maintenance of CNSC's regulatory framework
• Lead or provide support in analyzing and assessing licensee submissions
• Participate and potentially lead evaluations, including but not limited to inspections and technical assessments
• Draft reports and other documentation
• Review, manage and/or assist in analyzing licensee events
• Assist with and/or manage small-scope projects
• Attend and participate in national and international technical/scientific meetings

Essential Qualifications:
Education:
A University Degree from a recognized University in Science or Engineering, an equivalent combination of education, experience and knowledge will also be considered.
Language Requirements:
English essential
Experience:

• evaluating programs in an operational environment linked to one or more of the Safety and Control Areas,
• preparing and presenting reports that include recommendations for internal and external audiences,
• applying Canadian Nuclear Safety & Control Act, Regulations and supporting guidance documentation and other relevant legislation and standards (CSA, IAEA, NEA, ISO, ANSI, etc.),
• designing and developing training programs, and
• evaluating training programs.

Knowledge of:

• applied training methodologies and fundamental principles, including the Systematic Approach to Training (SAT) methodology and the principles of adult education,
• procedures and practices for participating in evaluations such as audits and inspections,
• nuclear industry or other high reliability industries (e.g., aviation, military, pharmaceutical) including entire facility life-cycle,
• the NSCA, associated regulations, and supporting requirements and guidance documentation. Sound understanding of other relevant legislation and standards (CSA, IAEA, NEA etc.),
• and project management principles.

Ability to:

• analyze programs and scientific/technical data, and to draw the appropriate conclusions,
• collect, assemble, and analyze information from various sources,
• communicate complex ideas effectively to a variety of audiences both verbally and in writing,
• work using a positive service-oriented approach, and
• meet deadlines while handling multiple priorities and tasks.

Asset Qualification:

• Certificate in Instructional Design or equivalent
• Experience in nuclear industry safety programs
• Experience leading project teams
• Experience engaging with CNSC inspectors and licensees
• Experience with applying the Canadian Nuclear Safety & Control Act (NSCA), regulations, regulatory documents, supporting guidance documentation and other relevant legislation and standards

Operational Needs:
All CNSC staff are subject to the Mobility Directive.
This position may be required to travel.
Some overtime may be required.
