Job Description


Position Summary Reporting to the Response Specialist Emergency Services, the Technician - Emergency Services is responsible for delivery of emergency response at the North West Redwater Partnership (NWR) Sturgeon Refinery. Interfacing with various stakeholders, the Technician - Emergency Services will understand commitments made by NWR Emergency Services, and then develop, and execute plans and services that meet these safety and emergency response commitments and requirements. This role will have a broad work scope, including developing safety programs, emergency response plans and programs, fire-fighting strategies, medical services, safety performance reporting systems and procedures and training for operations. This role will ensure that NWR\xe2\x80\x99s Sturgeon Refinery Site is educated on all aspects of safety requirements, emergency response, the development of plans and/or procedures and ensuring competency is demonstrated in the safe execution of emergency services. The Technician - Emergency Services will provide support services in the care, custody and control of Emergency Services, Occupational Health, Industrial Hygiene, Medical and any other materials and equipment required to maintain operational efficiency.


Responsibilities:

  • Ensures emergency response readiness of personnel and fleet;
  • Audits and checks of emergency response equipment and other key firefighting systems;
  • Designs and develops Technical Rescue Plans and other preplanning documents;
  • Custodian of key site resources including but not limited to: SCBA and SABA systems, and Air monitoring equipment;
  • Maintains technical knowledge by attending educational workshops, studying publications, and participating in scheduled drills;
  • Maintains fire station building, grounds, and related equipment by completing maintenance schedules;
  • Develops and conducts educational and training programs to operations and stakeholders;
  • All other duties as assigned.

Requirements:
  • Understands, creates and maintains a visible commitment to process and personal safety, as well as the safety of others; adheres to NWR\xe2\x80\x99s Core Competencies to drive results and culture;
  • Registered and in good standing with the Alberta College of Paramedics as a Primary Care Paramedic or Advanced Care Paramedic with 5+ years\xe2\x80\x99 experience in industry or pre-hospital care;
  • Strong knowledge of AER facility and pipeline emergency response requirements;
  • Familiarity with Alberta safety regulations and requirements within an operating hydrocarbon-processing facility in Alberta; familiarity with PPE requirements, safety and emergency response equipment;
  • Ability to develop, or aid in the development of safety programs, emergency response plans and simulations and development of procedures and training materials;
  • Understanding of risks and requirements related to operation of hydrocarbon processing equipment; demonstrated relationship building with internal and external stakeholders;
  • Strong interpersonal and communication skills;
  • Contribute to industry work groups and consult with external agencies;
  • Must be willing to make decisions, in line with execution plans and Operations;
  • Background in emergency response and firefighting with Certified IFSAC & or Proboard NFPA 1001 level 2 Professional Firefighter, NFPA 1006 Technical Rescue \xe2\x80\x93 Rope Rescue, NFPA 472 Haz-Mat Operations, consideration will be given for NFPA 1006 Technical Rescue - Confined Space Rescue level 1 & 2, and consideration for NFPA 1002 Pump Operations;
  • Thorough understanding of the Incident Command System, ICS 100 & 200 minimum and consideration to those with ICS 300.
