We have a team of more than 500 people working from offices throughout Nova Scotia, who together are responsible for workplace and public safety, pensions, apprenticeship, adult education, and many other facets of everyday life.The Safety Branch strives to work its government partners, stakeholders and Nova Scotians to build a stronger culture of health and safety.About Our OpportunityAs the Technical Safety Officer and Code Design Administrator, you will be responsible for providing advanced specialized program administrative and technical expertise for the Boilers and Pressure Vessel and Power Engineering Programs that impacts the province, as well as leading projects and initiatives, within the mandate of the department. A primary focus will include pressure equipment design and welding/brazing procedure review and registration, as well as provide input to the Chief Inspector for the issuance of Canadian Registration Numbers that will include the Nova Scotia designator. There is also a portion of the duties that you will need to perform inspections on regulated equipment throughout the province.The Technical Safety Officer and Code Design Administrator, Boilers and Pressure Vessels and Power Engineering, supports a team of technical safety professionals and the Chief Inspector/Program Lead for Boiler and Pressure Equipment. They are responsible to set the health and technical safety rules and promote, verify, and enforce compliance with the Province\'s Technical Safety Act, regulations and safety standards for boiler and pressure equipment, power engineering and registered plants.This position reports to the Manager, Boiler and Pressure Vessel, Power Engineering and Cranes.Primary Accountabilities

  • Works collaboratively across government and with various stakeholders and sectors to build collaborative relationships.
  • Offers sound advice and information on technical issues, emerging trends and regulation and code updates. This may include leading jurisdictional scans, statistical research, stakeholder consultations and in-depth analysis.
  • Prepares briefing notes, presentations and recommendations.
  • Represents the department on various provincial, national and international technical and association committees.
  • As the provincial representative, the Program Lead will be accountable in communicating this work both vertically and horizontally and preparing recommendation plans for implementation.
Qualifications and ExperienceTo be successful in this role you will need to have a Bachelors\' degree in Mechanical Engineering plus 6 years related experience, an equivalent combination of training and experience may be considered. You also need to have technical knowledge in CSA and ASME Boiler and Pressure Vessel, Pressure Piping, and Refrigeration Codes, as well as general knowledge in Power Engineering and Registered Plants.Must have knowledge and experience in design, application, manufacturing and non-destructive examination methodologies, welding procedure and performance qualification requirements, and quality programs related to boilers and pressure equipment manufacturing.Must have passed the examination within the last two years for, or hold, or obtain within one year of employment, the In-Service (IS) Commission from National Board of Boiler and Pressure Vessel Inspectors.Must hold the Authorized Inspector (AI) Commission as well as the B Endorsement from National Board of Boiler and Pressure Vessel Inspectors.Must have experience in administering an ASME Authorized Inspection Agency\'s Quality Assurance Program under ASME QAI-1, (Part 5 as a minimum).For this role you also have:

  • Experience interpreting regulations, policies, procedures, and guidelines
