In this role, you will be:
  • Embedded in the Victoria (VIC) Extended Docking Work Period (EDWP) Structures project delivery cell and have a functional reporting line to the Deputy Project Manager. You will retain line management reporting back to the Head of Waterfront Engineering or delegate
  • Responsible for planning and sequencing of Commissioning logic into the VIC EDWP integrated project plan
  • Responsible to manage assigned Waterfront Engineering Department (H2OE) personnel
  • Responsible to manage the assigned VIC EDWP delivery cell work load and coordinate with H2OE managers when business line support is required
  • Responsible to identify and manage H2OE Commissioning Group (CG) risks applicable to VIC EDWP
  • Responsible to develop and manage predictive indicators (leading) to measure the effectiveness of Commissioning delivery
  • Responsible to act as lead H2OE Commissioning representative at the Structures delivery cell meetings and daily commitment meetings (or delegate)
The scope of this role is complex as you will:
  • Have daily engagement with other H2OE Teams, Commissioning, Project Delivery cell personnel, and Production for deliverables related to VIC EDWP planning and execution.
  • Be expected to interact in a matrix organization and provide pragmatic solutions within a multi-stakeholder environment.
  • Coordinate various activities in a dynamic work environment and adapt quickly so that schedules and customer requirements are achieved.
  • Provide coordination and leadership of a team to drive and meet delivery targets.
This role has communication with:
  • The lead of the Structures delivery cell to ensure Commissioning requirements are incorporated into delivery cell planning and execution activities
  • The Deputy Project Manager (PM) to ensure Commissioning logic is integrated and sequenced within the integrated project delivery plan
  • The Head of Waterfront Engineering (or delegate) to provide updates on progress of VIC EDWP planning and execution. Also to coordinate the business line engagement and requirements into the VIC EDWP delivery model
  • Commissioning Group personnel to ensure key CG Testing and Operating documents are developed and available to meeting testing delivery targets
  • The other members of the delivery cell to coordinate and plan execution work within a lean production environment
  • The Department of National Defence (DND) On-site Management Team (OSMT)
  • DGMEPM Life Cycle Maintenance Managers, System Authorities and Design Authorities
The ideal candidate brings:
  • Post-secondary education or accreditation as an Engineer, Technologist (or equivalent)
  • Project management experience and hold a PMP certification (desirable)
  • 8+ years of relevant technical experience
  • Operational experience or equivalent equipment maintainer experience (5+ years) in the naval environment
  • Submarine systems knowledge and experience including operations and maintenance (5+ years)
  • Experience (5+ years) with naval mission systems and communications (highly desirable)
  • Experience (5+ years) with naval mechanical and electrical systems (highly desirable)
  • Experience with ISO Standard15288 and systems engineering life-cycle
  • Familiarity with ASHRAE Guideline 0-2013 commissioning processes and system optimization
  • Experience with functional and non-functional system inspection, demonstration and performance testing
  • Proven leadership and management skills and experience (5+ years) managing technical teams (highly desirable)
  • Working knowledge of ITAR and security protocols
  • Proof that you are fully vaccinated against COVID-19, meaning that you must have received the full series of a COVID-19 vaccine approved by the Government of Canada with the final dose at least 14 days prior to your start date
  • Required security clearance: NATO SECRET, CGP positively security assessed and ITAR positively assessed as required
