Municipal and Northern Relations is seeking a qualified individual to fill a Technical and Public Works Consultant position located in either Winnipeg, the Thompson, or The Pas.

Conditions of Employment:


Must be legally entitled to work in Canada Candidates who possess a Diploma in Civil Engineering Technology, or combination of education and experience, must be willing and able to obtain their Certified Engineering Technologist (CET) designation within 12 months of the start date Must be able to possess and maintain a valid full Class 5F Manitoba Driver's license Must be able to travel to remote communities by vehicle, boat, small aircraft, all-terrain vehicle and/or on winter roads Must be able to work overtime including evening and/or weekends if and when required. Must be able and available to be on call for emergencies as required

Qualifications:


Essential




Diploma in Civil Engineering Technology, preferable in the Environmental or Municipal Discipline; a Bachelor of Science, or an Engineering degree. An equivalent combination of education and experience may be considered. Experience in water and wastewater treatment plant operations with an emphasis on water treatment and/or experience with municipal infrastructure including planning, operations and maintenance (ex: roads, public buildings, equipment). Experience interpreting and applying legislation related to municipal infrastructure, water, wastewater, and solid waste management, including The Public Health Act and Environment Act and related regulations. Project management experience, or thorough knowledge of project management principles, with the ability to lead formal projects or programs from inception to completion. Strong verbal communication skills with the ability to clearly communicate information to a variety of clients and stakeholders. Strong written communication skills with a high degree of accuracy and attention to detail Strong analytical and problem-solving skills. Strong interpersonal skills including the ability to resolve conflict, build relationships and interact effectively with internal and external clients. Experience educating and consulting internal and external stakeholders to develop competency and understanding. Ability to take initiative and perform tasks independently while working under minimal supervision.

Desired


Knowledge of Workplace Health & Safety and Risk Management policies and procedures. Ability to read and interpret construction blueprints or drawings. Knowledge of public tendering processes including the development and evaluation of bids and/or proposals. Experience working with Indigenous, northern, and/or remote communities.

Duties:


The Technical and Public Works Consultant is responsible to consult with, assist and provide guidance to community councils and their staff in the development and maintenance of municipal infrastructure consistent with community development plans.
