Role Overview
The Talent Development Specialist serves as Spearhead's dedicated learning and development specialist, focusing on building and executing comprehensive talent development strategies that align with business objectives. This role combines hands-on learning program development and delivery with talent pipeline management and organizational change management, working closely with department managers to identify skill gaps, create development pathways, and foster a culture of continuous learning and adaptability.
This position leads the design and implementation of internal training programs as well as coordinating development opportunities including apprenticeships, co-ops, and professional development courses. The role supports full cycle recruiting, as required, building talent pipelines through strategic partnerships with educational institutions across Canada and Europe, and developing frameworks for career mapping and skills assessment that support both individual growth and organizational capability building.
The Talent Development Specialist serves as a key resource for employees seeking development opportunities while maintaining detailed skills inventories and development tracking systems. This role also leads change management initiatives to support organizational transformations, ensuring smooth adoption of new processes, technologies, and structures. The position will take the lead on grant and subsidy submissions to ensure that budgeted L&D dollars are making the biggest impact possible. This role requires seamless transitions between program design, content delivery, recruitment activities, change facilitation, and strategic partnership building while maintaining alignment with Spearhead's vision, guiding principles, and code of ethics.
Essential Duties and Responsibilities
Learning & Development
Develop and implement comprehensive learning and development strategies that align with Spearhead's business objectives and growth plans
Design, develop, and deliver internal training programs
Coordinate external learning opportunities including professional courses, certifications, and development programs
Research and access L&D funding opportunities through grants and subsidies
Create and maintain skills inventory systems to track employee capabilities and identify organizational skill gaps
Develop framework for career mapping and progression pathways across all departments
Analyze learning effectiveness and program ROI to continuously improve development initiatives
Develop collaborative programs with educational partners including guest lectures, project partnerships, and mentorship opportunities
Career Development & Skills Management
Partner with department managers to conduct individual career development conversations
Facilitate skills assessments and development planning sessions with employees
Create and maintain comprehensive skills inventory database for workforce planning
Identify skill gaps and recommend targeted development solutions
Develop succession planning support materials and processes
Track and report on development program participation and outcomes
Change Management & Organizational Development
Lead change management initiatives using proven methodologies to support organizational transformations
Conduct change readiness assessments and develop comprehensive change management plans
Design and deliver change communication strategies to ensure stakeholder engagement and buy-in
Develop change management tools, templates, and resources for ongoing use
Talent Acquisition
Manage full-cycle recruitment, as required, including job posting development, candidate sourcing, screening, interviewing, and reference checking
Develop and maintain relationships with educational institutions, training providers, professional organizations, and relevant stakeholders across Canada and Europe
Coordinate internship, apprenticeship, and co-op programs
Collaborate with the People & Culture Manager and Administration Manager to enhance new hire orientation and employee onboarding
Maintain relationships with universities, colleges, and trade schools to build sustainable talent pipelines
Represent Spearhead at career fairs, educational events, and industry functions
Program Administration & Support
Manage training budgets, grants, and funding opportunities for employee development
Maintain training records and compliance documentation in accordance with BC Employment Standards and WorkSafeBC
Coordinate logistics for training programs including scheduling, materials, and venue management
Provide general People & Culture support, as needed, including policy development and communication, and employee relations assistance
Support the People & Culture Manager with special projects and department initiatives

Qualifications, Knowledge, Skills, Attributes
Post-secondary education in Human Resources, Learning & Development, Education, or related field
5+ years of experience in HR generalist roles with demonstrated focus on learning and development
Experience in training program design, development, and delivery
Knowledge of adult learning principles and instructional design methodologies
Prosci Change Management Practitioner certification, or willingness to obtain
Experience with full-cycle recruitment
Proficiency in HRIS platforms (Rippling experience preferred) and learning management systems
Strong knowledge of HR policies, procedures, and compliance requirements
Exceptional communication and presentation skills, both verbal & written
Proven ability to build and maintain relationships with internal and external stakeholders
Strong analytical skills for assessing training effectiveness and ROI
Maintains discretion to handle confidential and sensitive matters appropriately
Strong ability to work independently and collaboratively in a team environment
Schedule and Working Conditions
Ability to work 8:30-5:00, Monday - Friday, with a 30-minute unpaid lunch each day
Ability to work on-site at Spearhead offices
Manual dexterity to operate a computer and other common office equipment on a regular basis
Ability to work sitting or standing at a desk for work shifts
Ability to travel, as needed, for industry functions, conferences, and L&D initiatives
Compensation
Pay range estimate is $75-$85K commensurate with experience and qualifications
