POSITION SUMMARY



Reporting to the Manager, Human Resources, the Talent Acquisition & Development Specialist (19-month contract) will lead and execute on recruitment strategy, recruitment programming, and recruitment execution across all professional staff roles at the organization. This individual will also play a key strategic and operational role in identifying, building, and enabling learning and development programming to support the growth and development of the organization's internal talent.

RESPONSIBILITIES

Talent AcquisitionIn partnership with the Manager, Human Resources, develop annual and longer-term talent strategies and hiring plans to ensure the staffing needs of the organization are met; Develop and implement sourcing strategies to build a diverse pipeline of talent (e.g., job websites, universities/colleges, professional networks). This may include organization of, and attendance at Vector Institute job fairs; Actively source applicants through multiple channels, such as LinkedIn and other professional networks; Implement and iterate on end-to-end hiring processes to ensure a positive, equitable, and inclusive candidate experience. Ensure these processes are understood and adopted by Vector hiring managers and hiring panels; Provide input to the hiring process of work stream led talent programs such as Vector's Internship and Machine Learning Associates programs as required; Manage the overall hiring preparation, interview, selection, and closing processes. This management includes: + Meeting with hiring managers to assess and finalize position needs, job descriptions, hiring plans, budget approvals, and seek the relevant approvals from senior staff;
+ Support hiring teams in understanding the interview process, developing objective interview questions, and reviewing best practices in equitable and inclusive hiring;
+ Assess candidate applications to identify a suitable talent pool from available candidates, scheduling and executing initial screening calls, and scheduling subsequent interviews with hiring panels as planned;
+ Supporting hiring teams in selecting the best candidate for the role and team considering both technical proficiency as well as culture add and fit; and,
+ Facilitate the offer process including coordination of reference checks, development of compensation recommendations, securing approvals to hire, drafting offer letters, and supporting hiring managers through the offer and contract negotiation process where applicable.
Maintain accurate records and reporting metrics for recruitment, to share with key stakeholders; and, Other duties as assigned.
Talent DevelopmentPartner with the Human Resources Team to identify talent development needs across the organization; Support the development of an annual talent and development plan reflective of Vector's positioning as a not-for-profit corporation; Lead in the execution of the talent development plan e.g., development of training materials, hosting of select trainings, sourcing of external training partners where applicable, promotion and communications of training initiatives, and tracking of training program metrics; Utilizing Vector's existing training platform, LinkedIn Learning*, curate, promote, and drive engagement in learning development campaigns for all staff and/or people-leaders focused on leadership development, inclusivity in the workplace, and other topics identified as priority areas of learning;
Lead the execution and tracking of compliance-based training programs including training related to cybersecurity, health and safety, the Accessibility for Ontarians with Disabilities Act, and Vector's Code of Conduct*; and
Other duties as assigned.

Feedback from Vector staff and other stakeholders validates that recruitment practices are efficient, equitable, and effective. Feedback from Vector staff validates that Vector's training and development offerings are impactful and offer value to the employee experience at Vector. The Talent Acquisition & Development Specialist becomes a trusted and respected partner by providing valued services, counsel, and support. Vector achieves its recruitment, retention, and development related targets and goals; and, Documentation and reporting are timely, accurate, and complete.

PROFILE OF THE IDEAL CANDIDATE

A University degree in Human Resources, Business Management, or related discipline. 2-3 years' experience in talent acquisition/recruitment in a high-growth organization supporting both technical and non-technical teams and/or extensive experience with full cycle recruitment, using various interview techniques and evaluation methods. 2-3 years' experience in an HR Generalist capacity, or an equivalent role that requires development and deployment of training initiatives. Proven and demonstrated ability to devise a variety of sourcing strategies for potential applicants. Excellent verbal communication skills including comfort in articulating hiring recommendations in a respectful manner even when they may differ from that of a hiring manager. Excellent organization, program development, and written communication skills. An ability to learn, understand and apply the requirements of different roles in a variety of sectors (i.e., technology, academia/research, non-profit). Proficient in documenting processes, reporting, and keeping up with industry trends.
