Job Description

Reporting to the Corporate Manager, Clinical Applications within the Provincial Health Services Authority (PHSA), the Systems Analyst, Clinical Applications, develops and maintains complex new and existing clinical application systems within Information Management/Information Technology (IM/IT) which impact several functional areas throughout the PHSA. The Systems Analyst (Clinical Applications) provides systems support including technical and application troubleshooting, coordination of upgrades and enhancements, and the creation and maintenance of application documentation, including service level agreements and backup and disaster recovery plans. The Systems Analyst (Clinical Applications) participates in the analysis and documentation of business requirements for clinical applications, the evaluation of software features and functions, and the implementation, testing, deployment, documentation and support of application systems.

What you'll do:

  • Conduct feasibility studies for clinical applications through methods such as determining user department requirements, examining and identifying problems with existing systems and recommending modifications to and/or new systems. Provide details of estimated implementation costs including associated staffing requirements.
  • Develop specifications for complex clinical application systems such as integrated systems which impact several functional areas throughout the PHSA by performing duties such as gathering detailed information from user departments, developing and documenting systems and procedures, designing forms, preparing flow charts and detailing hardware and software specifications, and preparing detailed implementation plans.
  • Assist the Senior Business Analysts (Clinical Applications) with Business Process Reengineering by performing tasks such as completing current state analysis, and business process redesign using formal data gathering techniques and analysis tools such as Joint Application Design (JAD) sessions, business process flowcharts, data flow diagrams, and data entity diagrams, and using software packages such as the MS Office suite including MS Project, MS Access and Visio.
  • Provide support for clinical applications such as laboratory information systems, radiology information systems, patient registration and scheduling systems, health records systems, diagnostic imaging systems, pharmacy and dispensing systems, order entry systems and clinical documentation systems by performing tasks such as maintenance, modification and enhancement tasks according to departmental standards and using tools such as Visual Studio, Powerhouse, Oracle Developer, PowerBuilder, and Crystal Reports and other query tools.
  • Assist with analysis of system performance and the development of capacity plans for assigned clinical applications by performing tasks such as measuring and documenting performance metrics, measuring and projecting transaction volumes and response times, and liaising with vendors and users.
  • Support system upgrades and implementations by performing tasks such as completing detailed documentation of historical data, data conversion and extraction routines and test scripts, evaluating error reports, and documentation of final results.
  • Support operational requirements by performing tasks such as assembling, creating and maintaining the required set of information systems technical and operational documentation, according to departmental standards, and using tools such as the Microsoft Office Suite.
  • Assist with the preparation of Requests for Information/Proposal, and the development of evaluation processes and tools, and evaluation of vendor responses by performing tasks such as conducting interviews, gathering and documenting detailed application requirements, coordinating and documenting project team and vendor communications, preparing evaluation tools, and organizing and documenting product evaluation results. This is accomplished using tools such as MS Office suite, data flow diagrams, and business process flowcharts.
  • Assist with the implementation of clinical applications by performing duties such as building application initialization files, developing and executing test plans and scripts, developing application documentation, developing user training support and documentation and development of downtime and disaster recovery procedures and by verifying that programs are functional and consistent with client requirements.
  • Provide system support to users during the development, maintenance and operation of various computer systems by performing tasks such as troubleshooting system software problems, testing alternative solutions, and reviewing impact of implemented resolutions over time. Provide support to clients related to application use and processes by developing a comprehensive understanding of the clinical application needs and business processes, and recommending optimum use of application software.
  • Document service level agreements between IM/IT and the clients for clinical applications.
  • Provide training related to clinical application systems to other IM/IT staff for first level and technical support by performing tasks such as developing training materials, conducting training sessions, and developing and maintaining reference materials.
  • Review support calls related to clinical application systems, and suggest strategies to reduce support calls.
  • Perform other related duties as assigned.
What you bring:
  • Graduation from a recognized diploma or degree program in Computer Science, three (3) years of recent related experience or an equivalent combination of education, training, and experience.
