CONTEXT
The System Safety Officer will report to the Systems Assurance Manager and will work in close coordination with the RAMS Engineer, Requirements Manager, and the Chief Safety Officer. Within a team of rail engineers, the System Safety Officer will be responsible for and execute the safety engineering and analysis in all requirements and design stages of the projects assigned.
MISSIONS/MAIN DUTIES
The candidate will:
be responsible for the delivery of all aspects of safety management and safety assurance for the consortium's works and infrastructure, including SIL for the following subsystems:
Station and Tunnel Civil Works
Safety
Security
Cybersecurity
Fire & Life Safety
RAM
Tunnel Ventilation
interface and contribute to safety analysis of the following equipment and functions managed by other organizations:
Trainborne
Signalling &Train Control
Traction Power Substations
Overhead Catenary System
SCADA
Telecom
Platform Screen Door System
Guideway Intrusion Detection System
Tunnel Ventilation Control System
Building Access Control System
establish a Safety Management System (SMS) that provides safety governance for all project responsibilities and ensure that the consortium is at all times in compliance with the SMS
ensure that all safety-related responsibilities, accountabilities, and authorities that have a safety-related role (including management of other staff involved in safety-related tasks) are,
clearly defined and documented at all levels;
clearly delegated, assigned and communicated; and
understood and accepted by the applicable parties.
establish the consortium's own internal safety governance structure, processes and committees and shall document such structures, processes, and committees in the consortium's SMS
establish, implement, approve, and maintain a safety policy for the consortium's works
be responsible for the contents of each SMS Independent Audit Report.
be the consortium's contact for all communications with the Chief Safety Officer, Contracting Authority, the North Civil consortium's System Safety Officer, consortium's ISA and Contracting Authority ISA, and others on safety matters related to the Works.
provide Contracting Authority with the 24-hour contact information
support the Chief Safety Officer in the overall safety certification of the Ontario Line Subway. Note: the Chief Safety Officer shall be responsible for the overall safety of the Ontario Line Subway System
be responsible and accountable for the correct application of and compliance with the Safety and Systems Assurance Standards and the CMREA.
monitor the review of designs with delivery teams to ensure design specifications, guides, standards, and work processes are compliant to safety principles, requirements and standards
contribute to the project execution plans in conjunction with the delivery team
provide ad hoc technical training through instructor led and virtual training sessions for the Technical Team on specific safety topics
review changes in incoming/emerging standards and corporate requirements to provide input on potential impacts to existing projects
participate in resolving technical issues with other areas of the organization that may include constructability/operational requirements and technical reviews
provide support to the other departments through commissioning and Entry into Service
be able to contribute to whole life-cycle costings and feasibility assessments
contribute to plans, schedules, detailed phases of engineering for the project in collaboration with consortium's controls, contracts, procurement, construction and T&C
ensure deliverables are produced according to the project schedule with high quality
support the creation of a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction
build, strengthen, guide and mentor the Technical Project team
PROFILE/SKILLS
The candidate will:
have extensive experience in the field of system safety applied in a metro type rail transit environment, in an equivalent position in Canada
have experience in the delivery of system safety and assurance in a metro type environment and in the development of a Safety Management System following all parts of EN 50126
Knowledgeable in field engineering, construction and testing & commissioning (T&C) activities
