Nature of Work:
Reporting to the Manager of Procurement & Supply Chain, this position operates at a high level and is fully independent. This position will be responsible for developing a procurement policy that respects environmental protection, social progress, and economic development issues. This position is also responsible for projects related to sustainable procurement and work with internal and external stakeholders to advance the sustainability agenda. The focus will be on maintaining the current due diligence process and defining the future roadmap to responsible supply chain practices, covering environmental, social, and economic standards. This position ensures strict compliance with applicable bylaws, trade agreements, purchasing policies and procedures. This position maintains a positive public perception of the municipality by ensuring fairness, transparency, and openness in public procurement opportunities. A high degree of professional judgement and independence is required in performing these duties while advising and liaising with end users to maintain strong working relationships.

Duties & Responsibilities In depth knowledge of bylaws, trade agreements, competitive bidding law, contract law and other Municipal and Provincial Statutes to provide expertise advice to all departments. In depth knowledge of the public procurement process and compiling competitive bids for high risk, high-profile procurement projects and tailor procurement strategies to best meet business objectives. Contribute to economic efficiency: define costs, negotiate sustainable purchases. Leading the procurement policy and establish a structured approach and strategy in favour of environmental and social causes, and identify, measure and monitor action-plan indicators under the sustainable procurement protocols. Play a consultative role in responsible and sustainable procurement by carrying out competitive, environmental, regulatory, and compliance monitoring. Conduct supplier surveys to develop sourcing, quality, and traceability approaches, and support the operational areas in decision-making, in accordance with the direction given by City Council. Improve the quality of an offer by developing the attractiveness of a product or service through procurement (price, environmental and social benefits). Optimizing costs by strengthening the overall value chain through socially and environmentally conscious purchases. Act as an internal ambassador by raising corporate awareness of the importance of the City policies and its challenges, encourage positive steps in-house and with suppliers, promoting socially and ecologically responsible public procurement. Development of suppliers on various sustainability initiatives and provide on-site support. Lead implementation of designated sustainability initiatives with suppliers, mentioned below but not limited to (people with expertise on more than one domain are welcome). Provide assistance with meeting other regulatory requirements regarding responsible supply chain. Work in collaboration with relevant stakeholders, drive the daily execution of our responsible supply chain program. Handles, prepares, and solicits complex and unique competitions or competitions associated with high risk and provides expertise in the development of competitive bid documents, evaluation criteria, negotiations, etc. for all departments. Assists the Manager and Coordinator of Procurement in the negotiation of formalizing contracts. Participates in the opening of public competitions to maintain fairness and transparency. Assists, prepares, and provides expertise to end users on required competitive bid documents, procurement contractual obligations and legal issues. Performs compliance analysis, supports the evaluation process, reviews departmental technical evaluation and determines recommended award maintains fairness. Assists Coordinator of Procurement and end users to negotiate and mediate resolution to contract management disputes between the City of Regina and its vendors. Assists the Coordinator of Procurement with the acquisition of goods and services while following applicable bylaws, trade agreements, purchasing policies and procedures. Assists end users with the planning of corporate procurement initiatives and projects. Assists end users with advice, training, co-leading and leading nonperformance or poor performance of contracts, potential breach of the contract and remedies with medium to high risk. Maintains City records relative to current and past contracts and agreements according to Procurement protocols and procedures. Demonstrates well-developed verbal and written communication skills with the ability to present information, influence others, build relationships, and work collaboratively. Apply strategic and critical thinking to all phases of the procurement process. Ability to process a high volume of information within tight timelines. Ability to provide consistent professional services under the pressure of conflicting priorities and public scrutiny. Demonstrates a high standard of ethics, integrity, and discretion. Assists and collaborates with end users with project management practices across a variety of business functions such as performance improvement, performance measurement and benchmarking for the purpose of recommending alternative processes and approaches during the competitive process. Assists departments with procurement advice and training, not limited to sustainability. Facilitate meetings for project requirement gathering. Assists end users by assessing, documenting, and completing lessons learned for recommended process improvements. Create consistency through established procurement procedures and protocols while addressing stakeholders\xe2\x80\x99 procurement specific needs. Coordinate and facilitate meetings with other departments. Works in a facilitation and consultation role with internal stakeholders to lead or assist the development of solutions to address specific business needs through a public procurement competitive process and contract management. Research best practices and adapt to corporate context to develop programs/templates/tools. Assists with writing reports, business cases and procurement acquisition method documents. Reviews best practices and assists the Coordinator of Purchasing to update and develop policies and procedures, training material to address gaps. Exercises professional judgement in procurement matters that involve high risk. Solicits feedback from all stakeholders. Assists with training to various business areas and stakeholder groups for programs and projects . Provide assistance and back up to Procurement Coordinators. Builds effective process and good lines of communication to maintain strong working relationships with departments, suppliers, and contractors.

Knowledge of and the ability to interpret and adapt concepts and principles of public procurement strategies, project management, change management, business analysis and knowledge of problem-solving techniques to determine options, assess and recommend the best course of action, not limited to sustainability.
Knowledge of specific issues, trends, and challenges within the context of the broader Department and understanding of broader City operations within the guidelines of the bylaws, trade agreements, contract law, and Provincial and Federal legislation.
This position requires specialized knowledge of public procurement and sustainable procurement, strategic and business planning concepts and techniques, and the ability to apply them in a practical manner, the understanding of project management methodology, research and analytical skills and strong report writing ability.
This position requires several technical skills, along with good knowledge of the City and its product requirements, and familiarity with the supplier market. Excellent verbal and written communication skills including ability to handle difficult priorities and public scrutiny. Ability to adapt in an environment of ongoing change and assist in the role of change agent. Ability to process a high volume of information within tight deadlines. Ability to work with considerable independence and to demonstrate initiative and resourcefulness in establishing and achieving business objectives. Exhibits strong leadership and teambuilding skills. Exhibits high standards of ethics, integrity, and discretion. Communication skills are used to present to, lead and/or facilitate groups of stakeholders. Communication skills are required to resolve conflict, build common ground and consensus. Change management skills include recognition and resolution of resistance to change. A high level of emotional intelligence is used for coaching and facilitation in a variety of contexts. Problems that arise require analysis and conceptual thinking that relate to a situation. Solution development requires creativity and innovation. Critical thinking to assist with problems and challenges that are generally across multiple functions/departments and require consideration of multiple impacts across the organization. This position works independently, provides research and analysis, recommendations, report and contract writing, and therefore is responsible for the advice provided. Structure for the job is provided by policy, procedure, bylaws, trade agreements, provincial and federal legislation, etc. and collaboration with City departments. Interpretation is required to assess situations within that structure. This position has the potential to assist in creating a positive impact or result on various City programs and services. Impacts multiple business areas through promoting and executing leading practices research regarding strategy execution principles for public procurement, business planning, process improvement, performance measurement, portfolio management, collaboration, and teamwork.

Education & Experience:
The knowledge, skills and abilities for this position are obtained through a University Degree in Administration, Economics or Commerce and/or a recognized purchasing designation such as a Supply Chain Management Professional (SCMP) designation from the Supply Chain Management Association (SCMA). Certified Public Purchasing Buyer (CPPB) designation from the National Institute of Governmental Purchasing (NIGP) will be considered with the combination of years of experience and other education.
Five (5) years of professional experience in a senior purchasing/buying role with specific experience in a large-scale purchasing operation and supervisory experience would be an asset.
Candidates who do not meet the above educational requirements, will be required to qualify, and obtain the education within three years of starting employment. If your experience does not qualify you to meet this deadline, you will not be considered for this position.
