As a Supervisor, Service Delivery, you will be responsible to deliver on The City's Learning & Development strategic direction through the Service Delivery team, which is comprised of Program Coordinators, Learning Designers/Instructional and external contractors/vendors. You will administer and execute on strategic learning and development initiatives that enhance workforce capability, leadership development, and organizational performance across all city departments. Primary duties include:

Lead and develop a skilled team of Program Coordinators and Learning Designers/Instructional Designers who will provide essential integrated services and client solutions. Invest in professional development through coaching, mentorship, and performance management. Ensure City Learning & Development (CLD) programs are aligned with organizational goals, workforce planning, and talent development needs. Collaborate with the CLD team, Organizational Development (OD) team and leadership to assess the Learning & Development skill gaps, and future capability requirements which may require an in-depth assessment including facilitating workshops and leading focus groups and feedback sessions for required impact. Partner with leaders, OD, HR Business Partners and external providers to co-create learning solutions. Align the Service Delivery team to design and execute high-impact learning programs including City onboarding, culture, leadership development, compliance training, career development while providing support to the business units on technical skills training development. Monitor and evaluate the progress of the CLD services and program delivery, adjusting as necessary to ensure successful execution, implementation and customer service delivery. Collaborate with internal and external partners, providing consultation and guidance to employees, leaders, colleagues, and service providers in the provision of CLD. Create the CLD development initiatives and programs and ensure implementation and sustainment. Identify and address barriers to CLD matrix program adoption, proposing solutions and mitigation strategies. Partner with Business Analysts to implement organizational effectiveness measures to assess the impact of CLD initiatives on employee engagement/knowledge and business performance.


Qualifications

A degree in Organizational Development, Adult Education, Business, or a related field and at least 7 years of progressive and practical experience delivering operational leadership and learning programs in large complex organizations. Proven experience in strategic planning, organizational development, change management, and leadership development. Experience in a unionized environment is preferred. A Certified Training and Development Professional (CTDP) certificate will be considered an asset. Demonstrated ability to supervise culture transformation and change initiatives, fostering a positive, inclusive work environment. Strong leadership and supervisory skills, with the ability to inspire, motivate, and empower teams. Excellent communication skills, with the ability to influence and collaborate effectively across all levels of the organization.

Workstyle:

This position may be eligible to work from home as one of several flexible work options available to City employees. Such arrangements are based on the operational requirements of the position and employee suitability and are subject to change based on operational needs and corporate direction.

Compensation: Level M1 $113,400 - 163,000 per annum
Days of Work: This position works a 5 day
work week earning 1 day off in a 3 week cycle.

Hours of work: Standard 35 hour work week
