General Purpose:



To assess, plan, co-ordinate and supervise construction, operations, and maintenance activities related to Township roads, bridges, rural drainage, urban drainage, guiderails, sidewalks, equipment and facilities. Support and recommend capital budgeting planning for roads, bridges, rural drainage, urban drainage, guiderails, sidewalks, equipment and facilities. Lead operating budget planning and implementation for division activities. To manage and coordinate winter control activities. To schedule, assign, and supervise work of Lead Hand, Operators and students in road infrastructure maintenance operations. To manage the activities of the roads department, including planning and implementation of construction, maintenance and operations. Liaise with regulatory bodies and ultimately responsible for regulatory reporting for operating activities.

This is a one (1) year contract position, with the potential to transition into a permanent role at the end of the contract period.

Responsibilities:



Performs regular inspections and assesses condition of Township roads, infrastructure (i.e. culverts, bridges, storm sewers, etc.) street lighting and trees; responds to and investigates complaints/concerns from the public. Identifies potential hazards and areas requiring maintenance to meet Minimum Maintenance Standards and Township policies to ensure public safety. Investigates and implements cost saving measures and methods. Maintains current knowledge of provincial regulations for vehicles and road maintenance standards. Prepares preliminary operating and capital budgets for review by Manager of Public Works and Director of Infrastructure Services. Identifies individuals within department for training programs. Oversees routine safety inspections on roads vehicles as specified by Ministry of Transportation legislation; monitors long-range planning for vehicle replacement. Co-ordinates operations between other departments for special projects. Purchases equipment, tools, materials and supplies required for roads operations; arranges for rentals of equipment as required; monitors and ensures adequate inventories of materials. Co-ordinates the operation of the township gravel pit site. Inspects equipment; schedules regular maintenance; monitors replacement schedules. Available to operate equipment in emergency situations. Recruits, trains, supervises and evaluates Equipment Operators to ensure compliance with standard procedures and occupational health and safety practices. Monitors construction projects performed by general contractors and sub-trades. Co-ordinates and schedules regular maintenance programs ensuring timely repairs and good risk management on the part of the Township. Reports activities to Manager of Public Works and Director of Infrastructure Services; attends Council meetings as required. Maintains required records on operations, payroll, attendance; performs administrative duties required by position. Other duties as assigned by the Manager of Public Works and Director of Infrastructure Services.

Qualifications:



3 year Community College Diploma. Certified Engineering Technologist designation. Minimum of five (5) years' experience in a related environment; good comprehension of provincial legislation governing roads operations.Physically fit to perform required duties. Mechanical and technical expertise in the operation and maintenance of roads, vehicles and related equipment. Good leadership and supervisory skills. Good communications and public relations skills. Valid G Class license with a clean driver abstract. DZ license would be considered an asset. A clean Criminal Record Check is required upon hire.

Working Conditions:



Exposure to severe weather conditions. Subject to irregular and extended hours of work (24 hour on-call on rotational basis). Exposure to physical hazards during the operation of vehicles and equipment. Expected to respond to emergency situations during and outside normal working hours..
