Position Purpose Responsible for supervising and managing the work and activities of the technical staff of the Development Engineering Division, comprising all aspects of development engineering design and reviews associated with new development processes. Provides technical support and advice on planning applications to the Planning division, Operations, Road and Water/Wastewater divisions and Recreation and Culture Department. Co-ordinates the Town\xe2\x80\x99s site alteration permit process.

JOB DESCRIPTION
Supervisor of Development Engineering
Reports to: Manager of Development Engineering Direct Reports: Development Engineering Technologists; Development Inspectors Group: Management
Position Summary
Responsible for supervising and managing the work and activities of the technical staff of the Development Engineering Division, comprising all aspects of development engineering design and reviews associated with new development processes. Provides technical support and advice on planning applications to the Planning division, Operations, Road and Water/Wastewater divisions and Recreation and Culture Department. Co-ordinates the Town\xe2\x80\x99s site alteration permit process.
Responsibilities

  • Provides supervision to staff, including performance review and planning, training and development formulation, problem solving/dispute resolution, discipline, safety, and hiring/ promotion/ transfer/succession planning and termination decisions.
  • Ensures adherence to Town HR policies and employment and Health and Safety related legislation; keeping abreast of emerging legislation relevant to the Town\xe2\x80\x99s business.
  • Manages the day-to-day scheduling, organization, co-ordination and monitoring associated with the work of staff.
  • Provides regular and constructive feedback to staff on performance; recognizes achievements and provides individualized support.
  • Manages, motivates and mentors staff cultivating innovation, creativity and build a highly effective team while delivering high standards of work quality and organizational performance.
  • Facilitates the development and achievement of business and personal objectives which includes individual development action plans designed for the continued growth and sophistication of the team.
  • Prepares and provides professional advice and/or reviews, assessments, comments and reports on development applications and engineering submissions, site plan approvals, zoning amendments, minor variance and consent applications, official plan amendments and development agreements.
  • Formulates and coordinates Division objectives, work plans and staff activities with other Town Divisions and Departments, consultants, contractors, utility companies and other project stakeholders.
  • Prepares engineering reports and presents same to Town senior administration, developers, committees and the public.
  • Develops and presents recommendations to the Manager of Development Engineering, committees and/or other stakeholders regarding project priorities, budget variances, scope of work, design concepts and methods of implementation where the project will significantly affect the public or will require a change or exception to Council or administrative policy/approvals.
  • Assists with the review and updating of Town policies, practices and procedures relative to development engineering with the Manager of Development Engineering regarding such matters as development agreements, staging of services and development approval conditions.
  • Develops and recommends new or amended by-laws, procedures, practices and policies relating to the design and construction of development projects. Presents recommendations to Manager of Development Engineering, Town departments and other stakeholders.
  • Prepares reports and attends Council and other meetings making presentations as required.
  • Prepares the division\xe2\x80\x99s annual operating and capital budget including the needs and priorities based on planning studies, development projections and other information for review by the Manager of Development Engineering. Monitors and controls expenditures and revenues in accordance with the approved budget. Prepares regular reports for the Manager of Development Engineering outlining variances thereto and the success of the Division in achieving its service delivery objectives within the approved operating and capital budgets.
  • Develops and presents recommendations regarding project priorities, scope of work, budget needs and variances to Manager of Development Engineering.
  • Supervises the preparation of information and ensures the quality and accuracy of same to developers with respect to Town infrastructure, development procedures, conditions, standards, methods, costs and other development related information.
  • Assists in the review and evaluation of development proposals, scope of work and other issues/conditions related thereto.
  • Oversees and assists with the administration of development agreements and monitors development construction, ensuring that documents are properly executed and all conditions thereof satisfied by the developer.
  • Evaluates and approves servicing plans and authorizes construction. Evaluates agreement changes, payments, securities and completion and acceptance certificates. Assesses construction quality problems and complaints and decides on appropriate actions.
  • Oversees and provides assistance in the consultation process with developers, contractors, consultants, other Departments and Divisions regarding annual updates to the Town\xe2\x80\x99s standard documents including development agreements, design guidelines, construction specifications, development permit guidelines and customer information.
  • Maintains knowledge of municipal civil engineering design best practices, techniques and materials through review of various reference materials, collaboration with other municipalities, local contractors and attendance at various seminars and conferences.
  • Evaluates development related requirements and needs, customer and/or operational problems and changes in construction practices and materials. Investigates, selects and implements, in consultation with the Manager of Development Engineering, the most appropriate changes to documents and procedures.
  • Ensures compliance of the Occupational Health and Safety Act and other applicable legislation
    • Enforces the Town\xe2\x80\x99s Health and Safety Program, procedures and best practices.
    • Implements, conducts, and ensures due diligence of all health and safety matters including but not limited to training, risk assessments, workplace inspections, investigations, procedures and correcting hazards.

Minimum Qualifications
Education and Training:
  • Bachelor of Civil Engineering from an accredited University with a P.Eng. or equivalent designation;
  • Formal leadership certification training;
  • Registered member of the Professional Engineers of Ontario;
  • PMP certification an asset.

Experience:
  • Five (5) years\xe2\x80\x99 experience in municipal engineering and project management including supervision of others;
  • One (1) year on the job for the period of adjustment, orientation, and adaptation.

Knowledge:
  • Thorough knowledge of the principles and practices of Municipal Civil Engineering design;
  • Thorough knowledge of current design practices and construction methods related to municipal works, including water, wastewater, drainage, roads and subdivision development;
  • Knowledge of surveying and computer drafting principles;
  • Knowledge of industry best practices.

Competencies:
  • Ability to plan, assign and supervise the work of professional, technical and skilled employees;
  • Ability to work with contactors, consultants, developers property owners and the general public;
  • Ability to communicate effectively, both orally and in writing, through clear, concise technical reports and presentations;
  • Availability to attend evening and/or weekend meetings;
  • Valid Class \'G\' Driver\'s license and reliable vehicle to use on corporate business;
  • Driver\xe2\x80\x99s Abstract in good standing required to operate Corporation vehicles.

Physical Demands and Working Conditions
  • Normal office conditions;
  • Occasional requirement to travel to various sites and operational facilities.
