This position is required to work in person at City Hall located at 426 Brant Street, Burlington, ON. Work location is subject to change at the discretion of the City due to operational demands.
Position Overview
This position is responsible for the daily supervision of the Licensing and Administration section. The Supervisor is responsible for managing workload distribution, performance management and ensuring that interpretation and administration of applicable licensing by-laws and financial policies are followed and processed. Licensing is regulated and implemented in municipalities for several reasons, which include regulation and compliance, revenue generation, consumer protection, public safety, zoning and land use control, community planning, accountability and oversight, public health and sanitation.
Responsibilities
The Supervisor, Licensing & Administration will be responsible to:Supervise the daily operation including workload distribution, training and performance management for Licensing Coordinators who are responsible administering business licences and permits in accordance with city by-laws.
Ensuring staff follow corporate policies (including financial regulations) and procedures, implementing sectional department and sectional policies/procedures and have appropriate tools to function effectively.
Monitoring performance to ensure consistent service levels.
Responding to customer (public, Council, other departments and outside agencies) inquires which are typically complaints related to service levels.
Regularly reviews processes implements alternative process improvements to provide better customer experience and efficiency.
Liaises, coordinates and maintains relationships with outside agencies and other enforcement partners such as Public Health, Halton Regional Polices Service, Provincial Ministry Staff required to ensure Burlington's administrative processes are in compliance and consistent with applicable law and currents standard and/or practices.
Responsible for developing and maintaining standards and procedures for records management related to Licensing Administration and By-law Enforcement administration. Ensuring staff are collecting, reviewing and documenting the appropriate records when administering tasks as per applicable law
Responsible for providing appropriate performance indicator data and making recommendations to senior management regarding staffing levels, process changes and future budget needs. Must ensure daily purchases meet corporate procurement and budget guidelines.

Requirements
A College Diploma or University Degree in Law and Security, Business Administration, Legal, Public Administration or another relevant field. More than four (4) up to seven (7) years of relevant experience, including two (2) years in a supervisory capacity. We are looking for are a strategic thinker with a commitment to continuous improvement along with demonstrated leadership ability to lead and empower a team of Licensing Coordinators. You have an ability to collaborate effectively with internal and external partners, make sound recommendations and navigate competing priorities successfully. Effective communication skills are essential. Experience in a municipal enforcement environment is preferred. Familiarity with Microsoft Office applications, GIS and computerized building records systems, such as AMANDA is considered an asset.
