About Our Opportunity

Under the direction of the Rent Supplement Manager, the Casework Supervisor is responsible for the client service rent supplement / housing benefit delivery, including the full cycle and ongoing program delivery within a specified region.

Primary Accountabilities

Supervises and gives direction to Rent Supplement Program Administration Officers. This includes assigning and coordinating caseloads; giving advice, direction or guidance; interpreting Departmental and program policies / procedures; and communicating with clients who may not understand or agree with their case worker\'s decision. You also oversee and are actively involved as the main point of contact for the client, attend case conferences, liaise with other Departments and outside contacts when required with difficult and complex cases to ensure that a high quality of service is provided to the public. This would include working directly with other Departments and outside contacts to manage the case appropriately.

In consultation with the Rent Supplement Program Manager, this position interprets policy to ensure program policy compliance and provides oversight and approval of all client payments.

Achieves annual fiscal output and performance targets by tracking and monitoring expiring agreements, approving market rent increase requests according to policy, reviewing and approving benefit payments, landlord damage reimbursement requests and obtaining approval from Department of Municipal Affairs and Housing for renewals.

Ensures compliance with programs, policies, procedures, and the Residential Tenancies Act relating to applications, placement, transfers, arrears and evictions. Brings forward recommendations for process improvement. Administers landlord/client payments by ensuring that all entries meet the monthly cut off.

Recruiting and retaining landlords for the rent supplement program by demonstrating client service excellence and by soliciting and managing ongoing client and landlord requests and expectations, exchanging in respectful and timely communications and forging professional and respectful relationships with stakeholders.

Qualifications and Experience

This may be the right opportunity for you if you have a bachelor\'s degree in Business Administration, Commerce, Social Science or a related field with 5 years of related experience. You have experience in housing program and policy development and project management and implementation skills.

You have strong communication and interpersonal skills and a proven track record of leading effective teams and managing change and innovation and effectively solving problems. You think strategically and make decisions by connecting with stakeholders (both internally and externally) using strategic and tactical approaches. Knowledge of appropriate software including Microsoft Word, Excel, Outlook, PowerPoint and Adobe Acrobat is required.

You have experience working with, and understand the needs of, various communities (e.g., African Nova Scotian, Persons with Disabilities, Youth, Older Worker, Indigenous, Francophone, Newcomers and Immigrants) that are part of the Housing market. You can establish strong relationships with senior representatives of non-governmental and governmental organizations (both internally and externally) and have a solid understanding of client service.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Equivalency

An equivalent combination of training, education and experience will be considered. Related equivalencies may include, but are not limited to:

  • A related master\'s degree and three (3) years of related experience
  • A diploma in a related discipline and seven (7) years of related experience

Salary Range: $2,543.38 - $3,091.70 Bi-Weekly
