Halifax Regional Municipality is inviting applications for the 1 permanent position of Superintendent, Transit Operational Support in Halifax Transit.

Under the general direction of the Manager, Transit Operational Support, the Superintendent, Transit Operational Support is responsible to lead and direct a group of front-line resources providing 24/7/365 service to achieve specific business goals and performance targets in alignment with Halifax Transit's strategic plan. The Superintendent will provide direct leadership to the Control Center Supervisors who are responsible for monitoring and directing transit network activities through the Intelligent Transportation System.

As a critical member of Halifax Transit's extended management team, this position will oversee and direct the day-to-day safe and efficient delivery of service.

The Superintendent, Transit Operational Support is part of the team that represents Halifax Transit in the Emergency Management Operations and Special Events requirements.



DUTIES AND RESPONSIBILITIES: • Lead the day-to-day operational support through network operational control centre services.
• Leads the operational support for transit services in a fast paced, 24/7/365 operational environment which includes providing support to over 700 operators, over 400 municipal assets across 72 routes across HRM.
• Ensures high quality, customer focused transit network operational support by using innovative practices to maximize the effective utilization, technological, and equipment resources available in the division.
• Support the development of highly qualified and competent staff and improvement management practices; exercise a high degree of effective delegation of authority and effective decision.
• Responds to and provides leadership in emergency situations/critical incidents in a 24/7/365 environment.
• Coordinates the response of Halifax Transit in the case of Emergency Operations Centre requirements, emergency operational incidents, and Special Events in a 24/6/365 environment.
• Assists and supports, in collaboration with the Business Analyst, the analysis of collected data and makes recommendations on operational support improvements.
• Lead the implementation of operational support improvements.
• Oversees and participates in the recruitment and selection process within their respective division in consultation with HR. Identifies staffing requirements and makes hiring decisions.
• Manages employee performance, including establishing performance objectives, overseeing daily performance, providing coaching and mentoring, and approving time off requests. Assesses employee conduct and determines corrective action, as appropriate, in consultation with HR/LR. Makes recommendation for discipline and/or termination, as appropriate.
• Recognizes employee achievements and makes recommendations for awards (e.g., service awards, safety awards and service excellence). Provides necessary supports and identifies training and professional development opportunities for employees.
• Maintains relationships that support information sharing in a multi-location transit environment to ensure collaboration between internal and external key stakeholders.
• Collaborates in managing operational technology in the control and dispatch centers and leads the operational aspects of resource procurement.
• May perform additional duties as assigned.



QUALIFICATIONS:

Education and Experience: • Completion of a related University/College level program in an area such as information technology, or business administration.
• A minimum of three years of progressive leadership experience in a complex, unionized, public transit operational environment. Consideration may be given to those with comparable experience.
• Experience in the preparation of cost analysis, operating budgets, and budget control
• Minimum of Incident Command Systems (ICS) Section Chief certification or the willingness to obtain
• A demonstrated track record of exercising good judgment, being committed to quality customer service and safe work practices, and developing effective, respectful work relationships.



Technical / Job Specific Knowledge and Abilities: • Able to excel in a dynamic, fast-paced operational environment.
• Sound knowledge of transit operating requirements, practices, current issues, and trends
• Sound knowledge of operational analytics and resource deployment.
• Able to implement and communicate a strategic vision for transit operations.
• Demonstrated ability to work both independently as well as in a team environment.
• Excellent written and verbal communication skills.
• Good negotiation, facilitation, team building, and consensus-building skills.
• Must demonstrate a high degree of confidentiality.
• Able to maintain a calm leadership approach in crisis situations.



Security Clearance Requirements: Applicants may be required to complete an employment security screening check and a drivers abstract.



Please Note: Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing may be tested in a group setting, scheduled at the employer's discretion.

WORK STATUS: 1 full-time permanent



HOURS OF WORK: 35 Hours Per Week, Monday to Friday. Additional hours may be required due to operational or emergency requirements.



SALARY: Non-Union Level 7



WORK LOCATION: Burnside Transit Centre, 200 Ilsley Avenue, Dartmouth, NS and Ragged Lake Transit Centre, 80 Grassy Lake Drive, Halifax, NS.
