Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary. Supervises the work of contracted employees.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Ensures effective utilization of assigned resources to meet Toronto Emergency Medical Services project schedules and provide support to the Central Ambulance Communications Centre during normal daily operations and as required on an emergency basis.
  • Liaises with Emergency Medical Services operations and communications staff to establish and analyze needs. Recommends, presents and demonstrates system solutions to operational clients.
  • Participates in the planning and initiation of research and development projects specific to Emergency Medical Services systems technological development.
  • Participates as a team member in the execution of project plans providing technical expertise and advice re: architecture, development tools, work effort estimates.
  • Contributes to project charters, statements of work and project plans, project status reports and variance explanations, risk identification and mitigation planning.
  • Liaises and coordinates with internal stakeholders and external suppliers in detailed systems deliverables and technical problem resolution.
  • Coordinates and prepares system and functional design and workflow diagrams for quality systems development.
  • Coordinates and develops specifications and documentation.
  • Tests integrated systems to ensure system compatibility and proper functional integration.
  • Conducts quality assurance on divisional and external software developments.
  • Provides systems and applications maintenance and enhancement including implementation of vendor systems fixes and patches.
  • Designs and creates databases.
  • Leads teams in the software development and lifecycle support of EMS process support systems.
  • Designs, develops, tests, implements and maintains systems and interfaces that support EMS divisional specific process requirements.
  • Supports and maintains the Computer Aided Dispatch (CAD) system (Centralsquare Inform), Dispatch Decision Support system (Optima), Automatic Voice Dispatch system (Locution), Patient Distribution System (PDS) in the Central Ambulance Communications Centre.
  • Ensures the planning and implementation of CAD and other IT process support upgrades, equipment replacement, and service contracts.
  • Supports and maintains a mobile data software application (Mobicad) and patient electronic data collection (Zoll) for EMS dispatch and operations.
  • Participates in the provision of 7 day a week, 24 hour per day technical support for the Emergency Medical Services CAD and other IT process support systems.
Key Qualifications: * Post secondary education in computer science or a related discipline, or the approved equivalent combination of education and/or experience, including application development.
  • Experience eliciting, driving and/or developing solution requirements to ensure business needs and requirements have been adequately defined and/or the root cause of the problem is accurately stated.
  • Experience as a lead developer in a software development project, including the ability in writing solution architecture documentation, design flowcharts and templates for development.
  • Considerable experience in software development using, but not limited to: .NET Framework, C++, C#, Java.
  • Considerable experience in managing Code repository like DevOps.
  • Ability to develop and maintain SQL scripts, stored procedures, triggers, views.
  • Ability in developing interfaces using vendor supplied APIs.
  • Ability to develop and maintain of Microsoft SQL database solutions using database software and tools.
  • Experience in database and application upgrades, migrations, installations, configuration and support.
  • Experience with end user support and system support, in a public safety organization.
  • Experience using GIS ESRI tools for the delivery of software solutions.
  • Experience in testing system integration.
  • Experience in integration between Computer Aid Dispatch system with Public Safety Mobile Radio system, and NG911 Call Taking and Dispatching console system.
  • Ability to liaise with vendors for system upgrades and support.
  • Excellent verbal and written communication skills.
  • Strong customer service orientation along with a demonstrated ability to establish and maintain effective stakeholder relationships.
  • Excellent problem solving, leadership, facilitation, interpersonal and communication skills.
  • Ability to work effectively as a member of a team, collaboratively with others in a multidisciplinary team environment and to work independently as required.
  • Excellent time management and estimation skills and ability to perform several tasks and projects concurrently.
  • Ability to be on call for support of production systems 24/7 on a rotating basis.
  • Familiarity with government legislation, including Occupational Health & Safety.
