POSITION SUMMARY:

The Staffing Specialist contributes to the operational functions of the department with responsibility for the recruitment and staffing processes of specific bargaining units and employee groups, in accordance with Collective Agreements, employment legislation and Board policies and procedures. The Staffing Specialist manages the surplus and redundancy processes and participates in related labour relations activities. The Staffing Specialist addresses complex issues requiring attention to detail and establishes and maintains positive and effective relationships. The Staffing Specialist responds to inquiries from supervisors, school administrators, unions, staff and the public while effectively meeting deadlines in a highly confidential and frequently changing environment.




DUTIES AND RESPONSIBILITIES:


Coordinate and facilitate internal and external recruitment and selection activities including preparation of job postings, screening and rating of applicants in accordance with Board policies, procedures, regulations and employee agreements. Leading and facilitating the skills assessment, interview and selection process. Calculate, create and implement salary grids and allocation of employee leave accounts for all employee groups. Determine salary or grid placement in accordance with employee agreements, authorization, and verification of experience. High attention to detail required in ensuring the accuracy of data input and generation of staffing related reports. Participate in labour management meetings, mutual concerns meetings and staffing related grievance processes as required. Prepare and research staffing provisions, processes and reports for collective bargaining. Participate and act as a staffing resource on collective bargaining, staffing, redeployment, job evaluation, and other committees as required. Complete special assignments as requested. Consistently strive to create efficiencies and improve Staffing processes to ensure staffing activities are consistent with best practices. Demonstrate current knowledge and a comprehensive understanding of employee agreements, legislation, regulations and Board policies and procedures.



EDUCATION

/EXPERIENCE:

Completion of a four (4) year degree in human resources or business administration or equivalent or a three (3) year degree combined with a post-secondary program in human resources or equivalent. Certified Human Resources Leader designation is preferred. Three (3) years of human resources, related work experience is required. Proficient computer skills utilizing Microsoft Office Suite, and demonstrated experience working with a Human Resources Information System (HRIS).
