Job Function:



Lead development and sustainment activities for Information Technology (IT) applications to support Line of Business (LoB) solutions and services based on user requirements and Service Level Agreements (SLAs). Perform tactical activities including designing, inspecting, and implementing code for relevant applications using various programming languages in an agile environment. Guard the quality of the code for business technology solutions and prevent the accumulation of technical debt by applying sound engineering practices. Work closely with the Pod team to manage backlog, prioritize user stories, and confirm requirements are clear and complete before development. Support the Application Service Management lifecycle by analyzing trends to prevent occurrence of incidents, problems, and errors and improve overall performance; and conducting break/fix work. Perform release management and deployment activities and other sustainment activities with other groups as assigned by the Supervisor. Deliver user support services including acting as the initial touchpoint for users to answer inquiries; completing quick fixes regarding technology solutions; and driving incident, issue, and outage management activities including investigation and restoration. Inspect daily work and adapt to changes; and improve team delivery capabilities and satisfaction over time by participating in retrospectives.

Work closely with the Pod Lead to plan a successful development process which includes development cycles and releases.

Self-organize and collaborate with the Pod team and other relevant stakeholders to execute development activities (designing, inspecting, adjusting, implementing code increments) and sustainment activities (operating, maintaining applications once developed including patch and image management tasks) for applications, based on relevant requirements and Service Level Agreements (SLAs). Applications may require using one or more programming languages. Guard the quality of the code and prevent accumulation of technical debt by applying sound engineering practices. Support creation of technical documentation for applications delivered. Work with the Pod team to manage the backlog, prioritize user stories, and confirm requirements are clear and complete before development. Discuss business requirements and user stories with the Agile Business Analyst to ensure clear and complete understanding of the requirements before development. Collaborate with the Pod team, Solution Architect and other relevant stakeholders to identify improvements in the design and development of new applications including integrations and associated business processes for the supporting Lines of Business (LoB). Develop and recommend technical strategies and solutions to maintain and/or expand service levels to management. Perform release management and deployment activities and other sustainment activities with other groups as assigned by the Supervisor.

Selection Criteria


Education:


Requires in-depth knowledge of information technology, computer science or equivalent to lead application development and sustainment activities from design to deployment to operations. Requires knowledge of agile methodologies as well as cloud technologies, applications, data integration and security. Requires certification in SAFe, Scrum methodologies, DevOps or Agile. Requires relevant certifications in programming language/coding, specific applications and IT Service Manager (ITIL). Requires good knowledge of English to communication effectively with others and create and/or update documentation. This knowledge is normally considered to be acquired through 4 years of University Training.



Experience:


Requires significant experience in IT domain with expert proficiency in developing, testing, deploying, operating, and monitoring applications to support LoB solutions and services; experience with one or more programming languages and toolkits would be an asset. Requires experience in data governance to guard the quality of code for business technology solutions. Requires significant experience with DevOps and knowledge of Agile planning (e.g., backlog management, sprint planning) and foundational capabilities (e.g., Agile development and tools). Experience with Continuous Integrations, Continuous Deployment and Continuous Testing (CI, CD, CT) would be an asset. Requires experience with user experience design and technical knowledge of applications, security, cloud technologies, and system/network/storage engineering. Requires experience with designing solution architectures, system integrations, and determining architectural implications of business requirements; and knowledge of technical/system architectures and relevant architecture concepts, standards, guiding principles, and practices. Requires advanced proficiency in IT Service Management including experience with performing incident and problem management activities including investigation and restoration of issues and developing and recommending technical strategies and solutions to maintain and/or expand service levels. Requires experience with release management and deployment activities. Requires knowledge of change management and release management processes. Requires basic experience with IT planning and management, project management, business process management, technical architectures, and operational support. Requires basic experience or exposure to business and technology strategy and business process management. Experience with business relationship management and knowledge of technology trends would be an asset. Requires experience working in a team, strong verbal and written communication skills, and strong interpersonal skills to collaborate with the Pod team and other relevant stakeholders, and effectively respond to users. A period of 8 years up to and including 10 years is considered necessary to gain this experience.
