Job Summary

The Ministry is responsible for a wide range of programs and services to children, youth and families including: promoting the healthy development and functioning of children, youth, and families; protecting children and youth from abuse, neglect and harm; providing guardianship services for children in care; supporting children and youth with developmental and multiple disabilities to live successfully and participate in the community; providing child and youth mental health services; and providing services to youth in Youth Justice.

The Provincial Practice Consultant \xe2\x80\x93 Permanency: Guardianship and Adoption, in providing practice consultation, will encounter the widest range of potentially serious and complex situations and will be expected to respond with clinical consultation representing evidence-based practice guidance in each case situation. Consultants may serve a number of Service Delivery Areas and will be asked to respond to the concerns/needs of practitioners, team leaders, Directors of Operations and multi-disciplinary, integrated teams. These circumstances call for astute professional judgement and diplomacy in assessing situations and in prioritizing consultation requests. While responding to case specific consultation requests, the consultant will also support capacity building by assisting in the development and provision of training. The consultant provides support for programming and service delivery to facilitate best practice.

Reporting to the Director of Practice, the Provincial Practice Consultant \xe2\x80\x93 Permanency: Guardianship and Adoption, is part of an integrated team of consultants with different specializations. This role provides clinical, policy and practice consultation to protective family service, guardianship and adoption workers, team leaders, directors, the Deputy Director of Adoption and Director of CFCSA dealing with complex permanency situations including in the areas of guardianship, out-of-care and adoption.
Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below: 1. Preferred Credentials:
  • Bachelor\xe2\x80\x99s Degree or higher in Social Work OR Child and Youth Care OR Master of Education in Counselling Psychology/Master of Arts in Counselling Psychology with completion of a practicum in family and child welfare OR
  • In-service Ministry of Children and Family Development employees who have a SPO 24-30 base position that requires delegation under the Child, Family and Community Services Act (CFCSA).
    • NOTE: If this education was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES). You must provide a comprehensive report and the MCFD supplemental report by the closing date of this posting to be considered; OR A candidate may be considered equivalent when they are registered and a member in good standing with the BC College of Social Workers or has a letter from the College confirming that their application for registration has been approved.
2. Expanded Credentials:
  • Bachelor\xe2\x80\x99s Degree in a Human Services field PLUS a minimum of two (2) years of recent *related or job-specific work experience OR
  • Bachelor\xe2\x80\x99s Degree with a Major/Honors in a Human Services field PLUS a minimum of two (2) years of recent *related or job-specific work experience. Other combinations of education and experience may be considered.
    • NOTE: If this education was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES). You must provide a basic report by the closing date of this posting to be considered.


Human Services fields include: Psychology, Sociology, Criminology, Anthropology, Early Childhood Education, Indigenous Studies, Education, or Nursing.

Additional Experience Requirements:
  • A minimum of three (3) years of experience in the guardianship program specialty area within the last five (5) years.
  • Currently possess or immediately eligible for C4 Guardianship Delegation under the Child, Family and Community Services Act (CFSCA).
  • Experience with providing out-of-care services to children, youth and families.
  • Experience establishing relationships in the community with other partners and agencies.
  • Experience providing training and group facilitation.
  • Experience working with First Nations, M\xc3\xa9tis and Inuit children, families, agencies and communities.


Preference may be given to applicants with the following:
  • Applicants with preferred education credentials AND in-service Ministry of Children and Family Development employees who hold a regular SPO 24-30 base position that requires delegation under the Child, Family and Community Services Act (CFCSA).
  • Currently possess or immediately eligible for AD 1 Adoption Delegation (full adoption delegation).
  • Experience working with the Adoption Management System (AMS).
  • SAFE (Structured Analysis Family Evaluation) training and experience completing SAFE studies.
  • Experience providing services to youth.
  • Experience in program and policy development.
  • Six (6) months or more of experience providing training and group facilitation.
  • Six (6) months or more of experience working with First Nations, M\xc3\xa9tis and Inuit children, families, agencies and communities.
  • Applicants who self-identify as First Nations, Metis or Inuit with the required combination of education and experience.

  • Must possess and maintain a valid Class 5 BC Driver\xe2\x80\x99s License with no restriction or equivalent (i.e. from another Canadian Province).
