POSITION LOCATION / WORK ARRANGEMENT:
This position is located in Toronto. However, the successful candidate may report to the Ottawa, Montreal or Vancouver office for in-office work.

Due to the nature of the work and operational requirements, this position requires physical presence (in-office work) from one of the following OSFI offices across Canada (Toronto, Ottawa, Montreal or Vancouver). The option of teleworking is available on a part-time basis in accordance with OSFI\xe2\x80\x99s Guidelines on Telework. Teleworking arrangements are determined on a case-by-case basis depending on the nature of the work required by the position, the operational and business needs, as well as the candidate\xe2\x80\x99s work preferences.

Duties


What you will be doing:
The Insurance and Pensions supervision group is seeking highly motivated individuals to join the supervisory team. The individual will participate in the supervision, analysis and assessment of Canada\xe2\x80\x99s federally regulated life or property and casualty insurance institutions using a risk-based approach. This individual will also deal with a variety of issues focusing on the safety and soundness of insurers with the goal of protecting policyholders.

The candidate\xe2\x80\x99s accountabilities may include:
  • Interacting with Senior Management, Board of Directors and other key stakeholders at insurers/Federally Regulated Financial Institutions (FRFIs).
  • Assessing the inherent risks and determining factors that drive the risk profile at these insurers/FRFIs.
  • Ongoing monitoring of FRFIs including analysing and assessing the impact of economic, industry and business/financial information and developments, regulatory returns and other information, with an emphasis on capital strength, and current and emerging risks.
  • Leading assessments/reviews of significant activities or control functions at FRFIs with the purpose of assessing the adequacy and effectiveness of risk management practices and making recommendations relating to identified material deficiencies in FRFI risk management practices.
  • Working with OSFI specialists in the areas of actuarial, credit/fixed income, market, liquidity, operational, technology and cyber risk.
  • Working with external supervisory partners (national and international).
  • Identifying and/or applying best practices and emerging trends in supervision.

Our Rewards:
Compensation: OSFI offers a competitive salary, and employees may be eligible for in-range increases and economic adjustments. Salaries are based on qualifications, experience and knowledge. The Public Service Pension Plan is a defined benefit pension plan (indexed for inflation), where both the employer and the employee contribute.

Intent of the process

The immediate intent is to staff at least one RE-06 position in the Insurance and Pension Division at this level.

ESSENTIAL EDUCATION
  • A degree from a post-secondary institution with specialization in business, commerce, economics, finance, mathematics, actuarial science, accounting or other relevant field OR an acceptable combination of relevant professional industry experience and education.

  • Significant financial services industry* experience in one or more of the following key areas:

  • Financial services industry experience is defined as experience working in one or more of the following areas: (a) financial institutions including banks, trust and loan companies, and insurance companies (b) firms dealing with audits or consulting engagements to such institutions (including reinsurance brokers) (c) technology and data companies providing services to financial institutions or linked to the delivery of financial services (d) government departments that directly deal with the supervision and regulation of these institutions (e) First Nation Institutions including: Band operations, trustees or administrators of pension plans, lending institutions or other related areas providing financial services (f) other relevant areas.
