Job Summary

The IT Specialist functions as the primary technical resource on assigned projects and is responsible for the delivery of all operational maintenance and support on a broad portfolio of corporate business solutions. They are subject-matter experts on all technology based solutions within the portfolio and collaborate regularly with business users, vendors, and other resources within IT to coordinate the maintenance/support of existing solutions or to facilitate the implementation of new solutions.

NOTE: There are two positions available as part of this recruitment, one is permanent full-time while the other is a 12-month contract role. Candidates must indicate their position preference when submitting their application.

Duties and Responsibilities

1. Technical solution analysis and project coordination including

  • Review, analyze, and gather business requirements to recommend appropriate technology solutions to meet business needs
  • Implement deliverables including new system implementations or upgrades to existing systems
  • Work collaboratively with vendors an other IT resources to attain project objectives
  • Manage lifecycle of deliverables through deployment to Development, Test, and Production environments
  • Communicate regularly with project managers, IT management, other supporting IT staff, and business users on assigned work tasks
  • Develop various documents and artifacts to support assigned work tasks including technical specifications, training plans, operational and support procedures, request for change (RFC), etc
2. Business operational support and maintenance of technology solutions including
  • Deliver continuous improvement of in-place technology solutions such that they meet or exceed business client expectations
  • Planning and delivery of regular system upgrades to maintain n-1 currency wherever possible across the solution portfolio
  • Develop training plans and operational procedures for both end users and other IT support staff
  • Act as a subject matter expert on technology solutions within the portfolio and assist business users and other resources within IT as required
  • Promote adherence to best practices and established City standards/policies with respect to hardware, software, IT security, data handling, network management, backup and recovery
  • Participate with Change Advisory Board (CAB) and Architecture Review Board (ARB) activities as required
3. Application portfolio support including
  • Provide Tier 2/3 support for technology solutions within the portfolio and deliver timely and responsive customer service to business clients
  • Prioritize, manage and resolve reported technology incidents during normal or after business hours (for high priority incidents) while meeting or exceeding SLA standards
  • Engage vendors or other resources and subject matter experts within IT to assist with the timely resolution of incidents
  • Analyze support statistics and maintain corporate and departmental service level objectives
  • Take proactive measures to implement preventative maintenance when necessary
  • Maintain technical and end user documentation and assist with training as required
Other related duties as assigned. Occassional after hours work required (evenings, weekends).

Skills and Qualifications
  • Post-secondary education in Computer Science, Information Systems Management, or related degree/diploma
  • ITIL certification in combination with other technical certifications/designations would be preferred
  • Three to five years working experience within a large and complex enterprise IT environment
  • Strong technical knowledge and experience in the deployment and management of enterprise business solutions based on varied architectures such as client/server, web-based, SaaS, cloud, etc.
  • Demonstrated knowledge and experience with a variety of server operating systems, network, and database technologies including Active Directory, Microsoft/Oracle databases (administration, SQL queries), DFS and file storage shares, networking (Cisco), etc.
  • Knowledge of any programming or scripting languages would be considered as asset (PowerShell, VBA, HTML/CSS, etc.)
  • Proficiency with business analysis, design, development and test phases of a project lifecycle
  • Demonstrated success in delivering a variety of technology projects (involving both software and hardware)
  • Knowledge of current and emerging technologies with ability to evaluate/recommend integration of new technologies into a complex IT environment
  • Demonstrated ability to communicate clearly and effectively, both verbal and written
  • Excellent interpersonal skills with a strong customer service orientation and the ability to work collaboratively as part of a multi-disciplinary team
  • Professional demeanor and experience in working with external vendors
Hourly Rate/Salary: $ 85,155.00 - $ 113,541.00
