Main Purpose & Function The School Active Travel Planner leads the implementation of active travel encouragement initiatives as part of the City of Vancouver\xe2\x80\x99s School Active Travel Program. The position helps advance the City\xe2\x80\x99s Transportation Demand Management work plan in order to increase the use of sustainable transportation to elementary and high schools and reduce private vehicle trips. Responsibilities include program development, implementation and evaluation, and stakeholder engagement.
Key Contacts and Reporting Relationships The School Active Travel Planner reports to the Senior Stakeholder Relations and Promotions Lead in the Community Transportation Branch. This position works closely with the Vancouver School Board. Key external contacts also include schools, Parent Advisory Councils, TransLink, and other community organizations. The School Active Travel Planner supervises the School Engineering Assistant II.
Specific Duties & Responsibilities

  • Leads and supports the implementation of programs and actions in the Transportation Demand Management Action Plan, as part of the City\xe2\x80\x99s Climate Emergency Action Plan.
  • Ensures organizational alignment with the VSB\xe2\x80\x99s Environmental Sustainability Plan and key citywide strategies including Transportation 2040, the Healthy City Strategy, the Renewable City Strategy and the Vancouver Plan.
  • Leads the development and implementation of the School Active Travel Program including education and encouragement programs, active travel promotions, and stakeholder outreach and engagement.
  • Leads all aspects of the delivery of the School Streets program in collaboration with local elementary and high school communities.
  • Implements the Walk Bike Roll Mini Grant program for schools.
  • Collaborates with community partners on the delivery of the Walking School Bus Program, Active Travel Education, Bike to School Week and other educational and encouragement programs at Vancouver schools.
  • Supports work related to safety around schools and School Travel Planning.
  • Holds key stakeholder relationships with the Vancouver School Board, TransLink, schools, and other transportation partners.
  • Fosters relationships with school active travel practitioners across Canada.
  • Implements a monitoring and evaluation framework to evaluate effectiveness of programs and makes recommendations as needed.
  • Supports other Community Transportation Branch projects and initiatives as required, particularly those related to the Transportation Demand Management Action Plan.
  • Other duties/responsibilities as assigned.

Qualifications Education and Experience:
  • A post-secondary degree, preferably with a Master\xe2\x80\x99s Degree, in a relevant field such as urban planning, communications, or education and a minimum of one year professional experience or an equivalent combination of post-secondary education and experience.
  • Experience designing and facilitating youth and community engagement processes and events required.
  • Experience in program planning, implementation and evaluation, and report writing required.

Knowledge, Skills and Abilities:
  • Exceptional understanding of sustainable transportation best practices, behaviour-change, and transportation demand management in a school or youth-focused environment
  • Exceptional interpersonal and communication skills including the ability to present on active transportation and transit initiatives.
  • Ability to develop, launch and monitor programs.
  • Ability to build and maintain effective relationships with internal and external stakeholders.
  • Strong written, verbal, and visual communication skills.
  • Strong research and analytical skills.
  • Demonstrated ability to work across disciplines and in multi-disciplinary teams.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 \xe2\x80\x93 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
The City\xe2\x80\x99s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time.
